- This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Also, if any interested company holds a national contract with GSA, SEWP, or the National Acquisition Center (NAC), please provide the contract number and the contact information for the Contracting Officer in charge of that contract. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide on-line training on the new ICD-10 coding system that will be implemented at all of our nine (9) hospitals and fifty-five (55) Community Based Outreach Centers (CBOCs) located in Kansas, Missouri, Indiana, Kentucky, and Illinois. The request is for a base year with the potential for additional option years. The NAICS code for this service is 611420 (Computer Training). Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act. However, if response by Small Business firms proves inadequate, an alternate set-aside or full and open competitive solicitation may result. The attached Statement of Work contains a list of line items that MAY be in the bid document once it is released. This is not a Request for Quotes and no contract will be made from this sources sought notice. This is merely informational so that the potential contractors can respond either favorably or unfavorably as to whether they may be able to fulfill this request once it is posted. ICD-10-CM/PCS Documentation Training for Clinicians SOW STATEMENT OF NEED The Veterans Administration Heartland Network (VISN 15) is seeking Clinical Staff education and training specific to ICD-10 Clinical Modules/Procedure Coding System (CM/PCS) documentation requirements. The vendor shall be expected to provide expert ICD-10 CM/PCS documentation improvement education for Health Care Providers and other clinical staff to support a successful transition to ICD-10-CM/PCS prior to 9/30/2015. Training and deployment plans must be specific to this broad learner category as Health Care Provider and other clinician training needs and learning styles and availability are quite different. In addition, specific specialties/sub-populations within each of these groups requires in-depth and focused ICD-10-CM/PCS documentation training. All training must be delivered without participant travel. Virtual training modalities as described below are required in order to reach the broadest possible audience in the most cost-effective manner. Since the financial health of the facilities in VISN 15 is in large part dependent on this endeavor, this project will require significant vendor capability, time and expertise to ensure that all deliverables are successfully met in a comprehensive and timely fashion. 1. BACKGROUND and JUSTIFICATION OF NEED Effective October 1, 2015, the Centers for Medicare Services (CMS) will require all health care providers to convert from ICD-9-CM/PCS coding convention to ICD-10-CM/PCS. This is a change from a 17,849 code system to one with 140,658 codes, an 87% increase in the number of codes in the ICD-10 coding system. The transition to ICD-10 is a major undertaking for the entire health care industry, including providers, payers and vendors. It will drive business and systems changes throughout the entire nation, from large national health plans to small provider offices, laboratories, medical testing centers, hospitals and more. To ensure a smooth transition, VHA facilities need to devote staff time and financial resources to transition activities. Within VISN 15, this change is expected to substantially and primarily impact quality measure data integrity, revenue (3rd party and VA-funding model), reporting/clinical documentation, strategic planning, and business systems. A successful transition to ICD-10 will be vital to ensuring integrity of quality measure data, fiscal viability and uninterrupted operations. In addition, VISN 15 facilities are partnering in this training initiative because they are serviced by the same regional VA billing facility (CPAC) and have a mutual stake in minimizing billing errors and denials resulting in delayed or denied payments. These facilities have been assessing current systems and gaps and planning for this transition in concert with centralized direction and resources from the VA Central Office in Washington DC. Nuance ICD-10 simulators were implemented at each facility, and each facility has conducting an impact analysis and project plan. VISN 15 includes 7 facilities (2 dual-campus facilities) and 55 CBOCs served by approximately 2,000 Providers. Health care services provided by VISN 15 include a full range of outpatient and institutional acute and chronic care services including specialty and subspecialty clinics as well as surgical, preventive, restorative, and palliative services. 2. SCOPE AND CONTRACT CONSIDERATIONS The scope of this project is ICD-10 CM/PCS documentation improvement training for all Health Care Providers and other clinical staff as needed in VISN 15. Health Care Providers are defined as Physicians, Physicians Assistants, Nurse Practitioners, and others involved with authority and responsibility to document diagnosis and treatment of conditions associated with patient care services. Anticipated deliverables related to the tasks delineated in the following section and routine project management activities are detailed below. Given the complex nature of this project, the exact deliverables may be modified based on discussions between the VISN 15 ICD-10 Steering Committee and the contractor. The schedule of deliverables will be determined by the committee after project kick-off and will be incorporated into the Project Plan delivered by the contractor. VISN 15 will provide the contractor with necessary background and informational materials relative to the project functions to assist in completing the contract activities. All IT tools used in support of this contract must conform to available VHA infrastructure, and where possible should be based on the MS Office suite of products. The contractor will provide graphics design and production support sufficient for key tasks and deliverables detailed in this contract. A. Tasks and Deliverables: ICD-10-CM/PCS Training for Health Care Providers (HCPs) Health care providers are considered to be Physicians, Physicians Assistants (PAs), Nurse Practitioners (NPs, FNPs, CNPs/CNSs), and others involved with documenting the diagnoses and treatment of conditions associated with treatment services. Learning approaches proposed for these audiences should be customized to specific clinical interest areas diagnoses and related documentation requirements. In addition, offered training should be less than 45 minutes with emphasis on key points. Training options must include interactive clinical documentation presentations as described above on demand online training compatible with VA computer system, accessible 24/7 by an unlimited number of users customized for at least 20 different specialties. Training must be web-based and available Septmeber 1, 2015. Training should, in part, use case-based scenarios that demonstrate differences in documentation requirements for ICD-10 using comparative examples. Ability to provide "apps" that support just-in-time performance support is highly desirable. Task A.1) Provision of Training and Performance Support a) General b) Specialized to Clinical Practice areas c) Track and report attendee participation d) Provide job aids, ex. tip sheets e) Provide contractor Help Desk support 24/7 with response within a two (2) business day period f) AMA CEU credit for completing the training is desirable. Task A.2) Evaluation tool for the provider training as it relates to ICD-10 CM/PCS via Internet/website. B. Project Management and Administration Tasks and Deliverables Task B.1) A teleconference kick-off meeting will be held with VISN 15 representatives within ten (10) days of award of the contract. Minutes of discussion and agreements from the meeting will be provided by the Contractor and approved by VISN staff. Task B.2) The contractor will develop a detailed project management plan for delivery within ten (10) days following the kick off meeting. This plan will be developed in close consultation with the VISN 15 Office and will include detailed deliverable schedules and timelines for each facility. Task B.3) Written monthly status reports detailing contract tasks undertaken and progress will be provided to VISN 15 representatives and the contracting officer representative (COR). Task B.4) Written summaries of evaluations will be provided after each episode and raw data will be provided on request 3. CONTRACTOR QUALIFICATIONS Contractors must provide a resume and business profile that documents the following as well as furnishing sample modules and presentations. Ability for VA staff to experience live presentations with audience Q & A also will be considered in the selection process. a. At least 5 years of clinical coding documentation requirement training experience with Providers and Clinical Staff in acute, sub-acute, ambulatory-surgery and outpatient healthcare settings. b. Evidence that contractor has the capability and capacity to fulfill all tasks as a top priority within a mutually agreed upon time table c. Faculty certification by AAPC or AHIMA as a recognized ICD-10 CM/PCS Training Provider d. Vendor must have documented evidence of current ownership of extensive training materials and curricula (on-line modular training and video presentations) prior to the contract award as well as evidence of the ability to modify these appropriately to customize to client specific needs as indicated. e. Range and types of products and services that reflect application of evidence based learning theory and curricula development for specialized target audiences f. Ability to provide training that is 508 (SCORM) compliant g. Evidence of superior client satisfaction and proven success from ICD-10 CM/PCS project work h. Contractors with prior ICD coding training experience for providers in a wide array of specialties preferred. i. Ability to independently accomplish the job tasks PERIOD OF PERFORMANCE The period of performance for this contract shall begin at the effective date of contract through a one-year contract term. The option period will start at the end of the base year. Note: option years are not anticipated to be exercised. The contractor shall provide VA personnel access to their ICD-10 Education Program, via the internet within two weeks of contract award. 5. PLACE OF PERFORMANCE This contract will take place at all VA Heartland Network Medical Centers and associated outpatient clinics. These locations will primarily consist of virtually working within the VISN 15 catchment area of Missouri, Illinois, Kansas and portions of adjoining states. Potential face-to-face meetings at the VISN 15 Office location in Kansas City, Missouri, may be necessary to formulate strategy and develop the deliverables; however much of the communication shall be conducted via conference call as indicated. Contractors will not be required to routinely work on-site at the Network Offices or VA Medical Centers.
