- The government anticipates soliciting for engineering services related to F-15 aircraft. The full scale fatigue test is needed to determine the service life of the F-15 fleet. The Period of Performance (POP) for this effort will be 60 months (a basic, plus 4 one year options). The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fort-five (45) days (thirty days if award is issued under an existing basic ordering agreement (BOA) after date of publication of this synopsis will be considered by the Government. A determination by the Government not compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements at time of award, in accordance with FAR clause 52.209-1, or 52.209.2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. Contact information is also provided below Description of the Supplies/Services required to meet the agency's needs: The purpose of the F-15 Sustaining Engineering Services - Full Scale Fatigue Test (FSFT) effort is to continue full scale fatigue testing of an F-15C test article (designated FTA7) and an F-15E test article (designated FTE10). This effort requires testing and analysis performed by (Boeing) to assess the ramifications of flying F-15 aircraft beyond the design service life. This test is a large scale highly specialized effort requiring extensive engineering knowledge and expertise in the fields of aerodynamic loads, distribution of loads through the structure, and operational usage specific to the F-15. The service is split into three services sections: testing (cycling)/repairing, limited teardown of the test articles, and limited fatigue analysis of prioritized cracked locations found during testing. The FSFT is being performed on two existing fleet aircraft. The goal of this logical follow-on contract is to test FTA7 to an additional 33,000 Equivalent Flight Hours (EFH) and FTE10 to an additional 13,500 EFH. The test spectra are based on actual fleet usage and will be the same as that used for the initial FTA7 and FTE10 testing. Teardown and analysis tasks associated with this effort include partial disassembly, inspection, and fractographic analysis of selected parts experiencing cracking during the course of the testing.
