- SOURCES SOUGHT Revised June 10, 2015 Multiple Single Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) Architectural/Engineering (A-E) Services The Department of Veteran Affairs, Network Contracting Office (NCO) 22 has a requirement to execute a Veterans Integrated Service Network (VISN) 22 wide multiple single award; base, plus four (4) one-year options, Multiple Single Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) Architectural/Engineering (A-E) contract. NCO 22 is conducting a sources sought synopsis to determine if sufficient competition exists in the small business program which shall include Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, and all other small businesses. The small business firms shall have current relevant experience, personnel, and capabilities to perform services in Long Beach, California; Los Angeles, California; Loma Linda; California; San Diego, California; and/or Las Vegas, Nevada. The small business firms must be capable of performing A-E services in Southern California and/or Southern Nevada. Firms shall be physically located within a 150-mile radius of Long Beach, California. Firms that are able to provide A/E Services in Las Vegas, Nevada shall be physically located within a 150-mile radius of Las Vegas, Nevada. INFORMATION ABOUT THE SERVICES TO BE PROCURED: The NAICS code for this procurement will be 541310, Architectural Services and/or 541330 Engineering Services. Work shall include, but may not be limited to, field survey; site and facility investigation; preparation of special technical studies; analyses of structural systems; feasibility and concept studies; material investigation and color studies; preparation of engineering studies and/or investigation and preparation of A/E documents and reports for projects with associated structural, civil, landscaping, mechanical, electrical, environmental subsurface soil investigations, commissioning, Mechanical Electrical Plumbing (MEP) services, and incidental work; preparation of design documents to include building and ground alteration, maintenance, repair and minor construction; cost and schedule estimates; and monitoring and evaluating the construction progress for conformance to plans and specifications including review of required submittals by the contractor. The current small business size standard for 541310 is $7.5 million and/or 541330 is 15 million. All prospective offerors shall be registered in the System for Award Management (SAM) database prior to award of a contract or agreement. Please note that the SDVOSB firms who submitted their information on the initial RFI shall not respond to this Sources Sought request. Your information is still valid for this Sources Sought Synopsis. REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT: All firms that are interested and have the capabilities to perform this requirement in Southern California and/or Southern Nevada should send the following information by e-mail to maria.cruz-thompson@va.gov no later than 11:00 a.m. (local time), July 24, 2015, please subject your email "SS RESPONSE: VA262-15-S-0382 (FIRM NAME HERE)". Late responses shall not be considered. Please adhere to the deadline for submission of firms responses: (1)Your firm's intent to submit a proposal for this project when it is formally advertised; (2)Name of firm; (3)Address of both home and branch office; (4) DUNS Number and Cage Code; (5) Point of Contact (to include phone number and e-mail address); and (6) Location of Company A/E License. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLESAE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. PURPOSE OF THIS ANNOUNCEMENT Important Notice: This announcement constitutes a Sources Sought Synopsis. This is not a Request for Proposals (RFP). This announcement is for information and planning purposes only and is not be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential qualified small business concerns relative to the North American Industry Classification code (NAICS) 541310 and/or 541330. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation and the manner of advertisement may depend on the responses to this sources sought synopsis. If inadequate responses are received, this solicitation may be issued for full and open competition. PLANNED SOLICITATION: A solicitation will follow after review and evaluation of responses to this sources sought. It is estimated that a formal solicitation could occur on or before July 31, 2015. If the solicitation is not issued on or before the time specified; an amendment will be issued of the revised posting date. The solicitation will be a Request for Proposals (RFP) in accordance with the Brooks A-E Act, as implemented in FAR Subpart 36.6. Proposals will be due no less than 30 days from the solicitation date and firms will be selected for negotiations based on demonstrated competence for the required work. The solicitation documents will only be made available in electronic format, downloadable from FedBizOpps (FBO). No CD-ROMs or hardcopy documents will be distributed. Interested parties must be registered in FedBizOpps and the System for Award Management (SAM) at www.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register in SAM & FBO and to monitor notices, amendments, etc. Prospective Offerors are advised, to be eligible for award of the contract resulting from the solicitation requires an active SAM registration, to include satisfactory completion of the applicable online representation & certifications. PLANNED CONTRACT INFORMATION: The intent is to award not more than fifteen (15) Multiple Single Award Indefinite Delivery Quantity (IDIQ) Architectural/Engineering (A-E) contracts for Firm Fixed Price (FFP) services. The planned duration for the contract is a total of five years, consisting of one year base ordering period plus four options for ordering periods of one year each. The anticipated capacity of each IDIQ is anticipated to be a not to exceed capacity of $9.9M for five years. Task Orders will be issued as needed; not to exceed Task Order amount is from $3,000 to $1M.
