Description
Naval Facilities Engineering Command (NAVFAC) Atlantic intends to negotiate, on a sole source basis with Science Application International Corporation (SAIC), 1710 SAIC Drive, McLean, VA 22102-3702. SAIC will provide applied biology program data compilation and management, and database maintenance in support of the NAFAC Online Pesticide Reporting System. The programming support and database system maintenance will enable the existing NAVFAC Online Pesticide Reporting System (NOPRS) functionality, including data calls, to perform effectively and efficiently. The scope of this effort involves the migration (if necessary) of the entire NOPRS (program software and database) to a government website (if available), system maintenance on that site, and the ability to obtain past management reports and queries from the database. These efforts allow NAVFAC Atlantic Applied Biology staff to gather and distribute the necessary pest management program statistics and information on Navy/Marine Corps installations; to make program management decisions, and to increase NOPRS functionality. Services Required: Task 1. Pest Management Data Management and Data Call Support: This includes data management, compilation, and analysis of pest management reports and queries for the DOD Pest Management Measures of Merit. The contractor shall provide Applied Biology with spreadsheet report of all pesticide records reported through NOPRS during the contract performance period. The contractor shall provide a report of all pesticide use records quarterly, so that Applied Biology is able to monitor pesticide use The contractor shall analyze additional reports on an as needed basis; these reports may include pesticide data calls from the Armed Forces Pest Management Board, historical pest management summaries, installation summary reports, and year-end program reports. The contractor shall also maintain and edit the master pesticide list and master installation list. The average number of users logging in to NOPRS per month is 130, and the average number of records submitted monthly is 10,000. Task 2. Pest Management Updates to NOPRS Elements: The functionality of NOPRS has already been developed and completed, and has been used for over 7 years. The contractor shall migrate (if necessary) the entire NAVFAC Online Pesticide Reporting System (program software and database) to a government server (if available), maintain the system on that server, resolve any issues that arise during pest management reporting, and to provide minor functional updates/enhancements if required by pest management personnel. The contractor shall also add/modify pest management queries, including an installation query to determine how many and which installations are reporting through the NOPRS. Task 3. Reports: The contractor shall submit on a monthly basis. Each report shall include a detailed summary of work accomplished under each task and estimated percentage of each task completed to date. Activities planned for the following month shall be incorporated as well as any issues encountered while performing the tasks. Progress report structure and information required may be amended if required. Completion Schedule and Deliverables: The period of data collection is September 1, 2015 through August 31, 2016. The collection of pest management data from Task 1 occurs during this data collection period with the final spreadsheet of records being completed and delivered by October 31, 2016. NOPRS Migration and Maintenance The contractor shall be responsible for migrating (if necessary) the NAVFAC Online Pesticide Reporting System (program software and database) to a government website (if available), and maintain the system on that site. At the end of the performance period, the Contractor shall submit, via CD-ROM, DVD, or other electronic media as approved by the contracting officer, the entire NAVFAC Online Pesticide Reporting System to include program software and database. Electronic Data and Software Requirements: The contractor shall ensure that all electronic deliverables are fully compatible and functional based on the current applications used by the Navy Marine Corps Intranet (NMCI). Text, Spreadsheet and Database Files: The Navy and Marine Corps standard desktop computing software is currently Microsoft Office 2010. Progress reports and other text documents shall be provided in Microsoft Word 2010 and/or Adobe Portable Document Format (PDF) readable with Adobe Acrobat X Pro. Adobe PDF files should include a complete linked table of contents and all mention of tables or figures within the text of the report should be linked directly to the referenced table or figure. Quarterly pest management report/query spreadsheet files shall be provided in Microsoft Excel 2010 format via email to the NTR. Database files shall be provided in Microsoft Access format, unless specified otherwise, as approved by the contracting officer. All text, spreadsheet, and database files shall be delivered on CD-ROM, or DVD or other electronic media as approved by the contracting officer. Release of Information: All electronic files and programs, and related products and materials, including those furnished by the Government, shall become the property of the Navy, and will not be issued, distributed, or published by the contractor without authorization from the contracting officer. This notice represents the only official notice. This notice of intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation package exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. However, in any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The North American Industrial Code System (NAICS) code is 518210 with $32.5 million in average annual receipts. A request for documentation will not be considered as an affirmative response. The Government will be the sole determiner regarding a company ™s ability to meet all requirements. If no responses are received by 2:00 PM ET 20 July 2015, to the effect that obtaining services from an alternative source is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole-source acquisition will be made. No questions will be addressed. All responses must be submitted to the Government point of contact at the following email address: linda.stein@navy.mil. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.106-1(b). The rationale that only one responsible source is based on the fact that NOPRS was written and developed by SAIC and is hosted on their site. The Government owns the database and all the data, and is researching how to migrate NOPRS to a government site. Until this can be done, a contract with SAIC is required to host/maintain NOPRS to avoid system shutdown. Migration from SAICs site would require a substantial amount of time, resulting in the system being offline and unavailable to users. A substantial number of users/account holders (government personnel and contractors) access NOPRS to input a significant number of pest management records per month. Personnel cannot input records as required by DoD, Navy and Marine Corps instructions when the system is off-line. Due to annual reporting requirements NOPRS is used more frequently during the last quarter of the fiscal year to input as well as review records. If the system were migrated to another site, the resulting shutdown would occur during the last quarter of the fiscal year, and would result in failing to meet data call deadlines as well as incomplete data being submitted. The anticipated award date is 21 July 2015.
