Description
Notice of Intent: The USDA, ARS, SEA intends to procure a John Deere 1705 Twin Row 6 x 2 planter. This planter is being purchased to modify an existing John Deere planter for our research with peanuts, therefore it must be John Deere so the parts are interchangeable. The planter is SeedStar ready which is compatable with the wiring of our existing John Deere tractors. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will satisfy agency Requirements. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is AG-4431-S-15-0037 and is issued as an Invitation for Bid, (IFB). This solicitation is a small business set-aside. The NAICS code is 333111 Farm Machinery and Equipment Manufacturing. The small business size standard is 500 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-83. The award will be for a John Deere 1705 Twin Row 6x2 planter set on 36 inches. The planter must be equipped with the following equipment: John Deere 1705 planter 36 inch row spacing Two vacuum blower Granular chemical Variable drive w/one hydraulic motor Pro-Shaft drive Tru-Vee openers with single walking gauge wheels Steel scrapers 2.0 bushel seed hoppers Pneumatic down force system Rubber tire closing system Regular seed tube with AccuCount sensor Large cell edible bean seed metering disk Set-up and delivered to our National Soil Dynamics Lab in Auburn Al. DOCUMENTS TO BE INCLUDED IN BID: In order to be considered for award Offerors shall provide 1) a Bid on company letterhead detailing the item description, unit price per item, total price and valid for at least 60 days after receipt of quote. 2) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS; The Representation and Certification section must be completed electronically in the System for Award Management (SAM) web site at www.sam.gov. INVITATION FOR BIDS: Failure to demonstrate compliance will be cause to reject the bid without further discussions. All responsible small business sources may submit an offer and will be considered. DELIVERY: FOB Destination. Deliver to USDA, ARS, Auburn AL. 36832. BID PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting their bid. You may register online at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.fbo.gov. FAR 52.212-2, Evaluation-Commercial Item, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; and (ii) price (based on F.O.B. Destination), technical requirements are more important than price. Award will be made based on overall BEST VALUE to the Government. The government anticipates award of a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material and capabilities of the offerors equipment.
