Description
The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Office of the Chief of Public Affairs (OCPA) intends to issue a 100% Small Business Set-Aside Request for Proposal (RFP) for the procurement of contractor support services. Contractor support services are required in the following areas: 1) Communication Planning: The contractor shall conduct, develop, and perform comprehensive planning for executing communication operations including but not limited to enduring and emerging plans; support the communication planning component of all Army strategic planning venues and products such as the Army Posture Statement and Army Campaign Plan; support the planning and development of strategic-level outreach engagements, events, partnerships, exhibits and coordination with the appropriate OCPA support offices. In addition, the contractor shall support Army operational planning by developing and coordinating communication annexes, public affairs guidance and other associated documents to Army and Department of Defense (DOD) plans. The contractor shall support communication projects, products, initiatives and campaign plans requiring internet web sites, including social media as best deployment method. The contractor shall maintain knowledge of web technology and website operation to maximize its ability to create communication products that utilize this media The contractor shall provide project level communication such as point papers, executive summaries, supporting material, position papers, written communication, meeting minutes/reports, overview briefings, including objectives, strategy, analysis, evaluation, recommendations, scheduling information, risks, structure and contacts to key internal and external audiences describing current actions and or activities and upcoming phases of any initiatives. 2) Communication Execution and Products: The contractor shall formulate and support communication campaign plans, assessment data gathering, strategic crisis communication, outreach activities, exhibits, events, conferences and related support mechanisms, and produce communication and media products to support the execution of communication campaign plans. Tasks include, but are not limited to: creative consulting, communication concept development, story board production, writing, full-spectrum media development and distribution, website development and maintenance, exhibit management, exhibit design and development, construction, deployment, security, and disassembly. The contractor shall develop and produce a wide variety of customized communication media products that clearly and concisely articulate and illustrate Army information and messages. The contractor shall provide infographics in support of the monthly communication synchronization plan. The contractor shall provide branding and coordinated product development in support of major informational campaigns. 3) Communication Research: Conduct communication research in support of Army communication strategy and objectives. The contractor shall provide Operations Research and Analysis capabilities and expertise to assist in the development and execution of strategies that deliberately and consistently measure the strategic effects of Army communication efforts across the full spectrum of media and community outreach activities. The contractor shall develop strategic-level metrics and presentation packages. The Contractor shall advise and assist communication campaign leads with assessment and development of metrics, support data collection, and analyze collected data in support of efforts to measure Army communication initiatives, actions, programs and campaigns. The contractor will analyze communication policy, strategy, processes, principles and methodologies to aid the OCPA in communicating the Army messages. The contractor is expected to collect and analyze multimodal media including but not limited to: daily newspapers, weekly newspapers, wire services, magazines, television, radio, email, blogs, websites, Rich Site Summary (RSS) feeds, and social media. 4) Communication Evaluation and Assessment: Provide strategic and tactical-level communication program evaluation services to support the assessment of the effects achieved by internal and external Army communication programs. Execution must be in compliance with assessment guidance provided by Army Senior Leadership and the Chief of Public Affairs. This capability includes strategic and tactical level media analysis to support senior decision makers, communication planners and OCPA Media Relations Division. Support to OCPA Community Relations Division and Executive Partnerships will provide assessments of community relations and outreach engagements. The contractor shall identify, collect and publish required on-demand/ad hoc, daily, weekly, and monthly reports based on open source traditional and social media reporting on the Army's primary and secondary audiences and subjects of interest to the senior Army leadership. The contractor shall provide the Strategy and Plans Division with holistic, longer-term analysis and assessment products based on goals and effects identified in the long-term planning products. The contractor shall collect, analyze, and evaluate information; establish, maintain and oversee databases; and prepare reports to support program and organizational requirements. The applicable North American Industry Classification (NAICS) Code for this effort is 541611. The Government intends to fulfill this best value requirement with a single award base plus two (2) Option years Firm Fixed Price (FFP) contract containing Cost Plus Fixed Fee (CPFF) contract line items for travel expenses and exhibit expenses. The estimated contract value is $10,400,000. Please note this notice does not constitute an RFP and is not to be construed as a commitment by the U.S. Government. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. It is anticipated that a solicitation will be issued on or about fifteen (15) calendar days from the date of this announcement. Proposals will be required within fifteen (15) calendar days from issuance of the solicitation.
