- Report 4_SWPPP FP14_Eng Plans FW-OHRI 10(1), 100(1) ADV_Bidder's Qualifications Form VETS-100A-Form Report 1_NEPA IFB Solicitation FW-OHRI 10(1), 100(1) Report 2_NOI Instructions Report 3_GPP Synopsis- Bid Opening is scheduled for August 11, 2015 at 2:00 pm EST. Sealed bids from certified Small Business Concerns only will be accepted for the Ohio River National Wildlife Refuge FW-OHRI 10(1), 100(1), Solicitation Number DTFH71-15-B-00035, located in Pleasant and Brooke Counties, West Virginia. The project consists of the reconstruction of approximately 0.2 miles of Buffalo Creek Road (Route 100), the rehabilitation of the Buffalo Creek Road Parking Area (Route 904), and the widening of the Headland Trail Parking Area (Route 903), all within the Ohio River Islands National Wildlife Refuge. The work includes removal of concrete cement treated base and asphalt pavement, aggregate base and surface courses, asphalt concrete pavement placement, guardrail replacement, utility removal and new installations, landscaping, and other miscellaneous work. The project will be split into multiple work schedules/contract options, with the cost of the entire project expected to fall within the price range of $500,000 to $1,000,000. Bid documents should be issued on or about July 10, 2015. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. Eastern Federal Lands Highway Division is issuing a combination of the synopsis and solicitation, the bid due date will be reduced based upon this. All bid documents can be directly downloaded from these websites. Documents will no longer be mailed. Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. If firms do not register as an interested vendor at the Federal Business Opportunities website, there will be no Plan Holders List. Annual Representations and Certifications FAR 52.204-8 (Dec 2014). The Representations and Certifications must be filled-in online at http://sam.gov/. The required Annual Form Vets-100 must also be filled-in online at http://www.dol.gov/vets/vets-100.html per FAR 52.222-37. ATTENTION Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs) The Department of Transportation (DOT) offers working capital financing assistance for transportation related contracts. The DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. Also FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: www.sam.gov. PLEASE NOTE For security reasons, individuals requiring access to the EFLHD must present a valid photo ID and be escorted to their destination by a Government employee. Due to new security provisions, all visitors attending bid openings are urged to arrive at least 1 hour prior to the scheduled bid opening. All visitors must register with the receptionist in Room 100. A Government employee will collect the bids. Prior to bid opening, a Government employee will escort all bidders to the bid opening. Unescorted visitors will be denied entry and no exceptions will be made.
