- THIS IS A SOLE SOURCE NOTICE. This notice is issued by the Intelligence and Security Command (INSCOM), to announce that it intends to issue RFP W911W4-15-T-0026 for maintenance for six WinVCL4830000/1T1 Call Recorders to Digital Speech Systems. Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(15)(i). Interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 3 days of this notice. Based upon market research, the Government is using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Market research was conducted utilizing government and commercial databases for pertinent information and contacting the software developer. INSCOM has purchased this requirement over the previous five years; W911W4-09-F-0052 (base plus two option years) W911W4-12-P-0060, W911W4-13-P-0014 and W911W4-14-P-0027. In addition market research was conducted by reviewing the Army mandated CHESS website. Market Research provided that the CHESS contractor community is not capable of providing the requirement through the Army CHESS Program. A statement of non-availability (# 216692682) has been received in response to the CHESS inquiry. A search on GSA Advantage was unsuccessful in identifying a GSA source to provide the maintenance.
