Description
Sources Sought The purpose of this sources sought is to determine the availability and capability of interested small businesses to include, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and 8(a) small business to provide deployment, maintenance, operation, repair, and support services to the Albuquerque Seismological Laboratory (ASL). This notice is being posted for fact finding and planning purposes only and shall not be construed as an Invitation for Bid, a Request for Proposal, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. The USGS anticipates using a Cost Plus Fixed Fee Contract. The NAICS code is 811219 size standard $20.5. All firms interested in this sources sought must be registered with or have the ability to register with the System for Award Management (SAM), in order to receive a Federal contract award. To register, go to the SAM Internet address at http://www.sam.gov. Failure to register may render the offeror ineligible for award of a contract. The ASL installs, operates, and maintains Seismograph Networks (SN) including the USGS component of the Global Seismographic Network (GSN) and the backbone of the Advanced National Seismic System (ANSS) and ensures the quality and integrity of the data. GSN and ANSS data are used for real-time seismic monitoring by the USGS National Earthquake Information Center (NEIC) and by the National Oceanic and Atmospheric Administration (NOAA) Tsunami Warning Centers, for nuclear test monitoring by the Comprehensive Test Ban Treaty Organization (CTBTO) and the US Air Force, and for research on earthquake processes, Earth structure, and other geophysical problems by a broad community of international users. The ASL has a requirement for the deployment, maintenance, operation, repair of various network seismological instrument systems for the collection and processing of digital and analog seismographic data provided by the various network systems; and for facilities maintenance, engineering and technical support. Contractor personnel will be based at the Albuquerque Seismological Laboratory, NM. Performance period is twelve months with four, twelve month option periods. The issue date of the solicitation will be announced in FedBIZ. The contractor will be required to supply all services to inspect, make adjustments, effect repair, replace parts, and test for operating efficiency of seismograph equipment. The primary disciplines that historically have been required include but are not limited to Project Manager; Field Engineering Manager; Digital Field Engineer; Senior Field Engineer/Special Project; Senior Computer Programmer; Network Administrator; Senior Computer Operator, Electronic/Computer Engineer, Electronic/Mechanical Facilities Tech; Warehouseman Admin/Clerical/Supply Technician; QC specialist; and Seismic Electronic Technician. Additional services may be required under this contract; on an as needed basis i.e. Russian Translator (may be combined with another position). If you are interested, and are capable of providing the required services please provide the requested information as indicated below. The interested parties should provide a corporate capabilities package to include: (1) Professional qualifications necessary for satisfactory performance of required services. Evaluation will consider key personnel of the primary firm and consultants to be used in this contract in terms of: a) professional registration; b) education, training, relevant experience; c) awards, professional activities, and longevity with the firm; d) other relevant certifications. The availability of an adequate number of personnel in the key discipline shall be presented to ensure that the firm can meet the potential of working on multiple task orders. (2) Capability and Technical Experience - Interested parties should submit capability statement describing adequate training and experience in scientific and technical appropriateness in reference to the potential work to be conducted in (3) Specialized experience and technical competence in the type of work required, including, a) breadth and diversity of projects; and technology to perform professional services required. Offerors must provide resumes for the staff assigned to this project. The resumes must include detailed information about past experience with similar projects. The resumes of field personnel must describe in detail the experience of the staff with the following items: As part of network operations, the Contractor shall perform a variety of technical duties, including setup, monitoring, testing, making cables, and minor repairs such as replacing components or modules on electronics and electro-mechanical equipment as part of the seismic maintenance and operations process. This work requires practical application of technical knowledge of electronics principles to determine malfunctions and to put equipment in regular operating condition using tools and common test instruments (e.g., multimeters, audio signal generators, testers, oscilloscopes). Typical equipment in use in the GSN includes Quanterra Q330HR data acquisition units; Kinemetrics Slate and Quanterra Baler field processors; Streckeisen STS-1, STS-2, and STS-2.5 seismometers, Geotech KS54000 seismometers, Nanometrics Trillium 240 and Trillium 120 posthole seismometers, Guralp CMG-3T and 3TB seismometers, and Kinemetrics FBA-23 and Episensor accelerometers. (4) Past performance with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (capacity to accomplish the work in the required time); a) past and current customer satisfaction; e.g., overall customer satisfaction, rapport with customer, information sharing, reporting procedures and technology used, meeting design, cost, and schedule goals; b) performance records, e.g., quality of work as measured over a number of projects completed within/or under budget and within/under schedule: c) relationship & history of work with proposed consultants, d) quality, cost, and schedule and control procedures and technology used. (5) Size of Business - Please provide your business size (including certified 8(a), Small Disadvantage businesses, HUB Zone businesses; veteran-owned small businesses, and women-owned small businesses) and submit copies of any documentation such as letters of certifications to indicate the firm status. (6) Average annual volume of Federal work in the past three years. (7) Organizational Conflict of Interest (OCI) - If any; provide disclosure of business activities of your company, your affiliates, and your team members and affiliates of your team members which create either a conflict of interest or the appearance of a conflict of interest in the performance of the possible work on evaluation listed above. (8) Small Business - Describe your ability to meet the requirements in accordance with 52.219.14 - Limitation of Subcontracting. (9) Please include company name, address, telephone number, point of contact with an email address, business size, DUNS number, SAM Registration number, Federal CAGE code, general description of the company, how long the company has been in business and a description of similar contracts with the government and/or commercial customers (include points of contact, contract numbers, value and contract type). (10) Each submitter must provide a detailed response to the following four questions by documenting their responses with factual material. Request respondents limit these answers to a total of no more than 15 pages. 1) Do you have the technical and financial capability to provide personnel, equipment and materials to perform all requirements in the Statement of Work? See Attachment One (1) 2) Is your company prepared to be liable, when negligent, for environmental and safety mishaps? 3) Has your firm ever had a pre-award check accomplished by DCAA on the adequacy of your accounting system? If so, identify cognizant DCAA office and POC. 4) Discuss your corporate Quality Control Program STATEMENT OF NEED GENERAL SCOPE: The scope of the proposed effort includes tasks associated management and support, maintenance & repair, operations, other services, and minor facility alteration. The contractor shall apply the services to the Albuquerque Seismological Laboratory and various locations throughout the world and their infrastructure, property, and equipment. Services will include periodic maintenance, operation, and repair of various infrastructure, and certification, maintenance, and operations of seismographic equipment which support critical mission requirements. Note: It is the responsibility of all potential offerors to monitor these sites for release of any future synopses or solicitations.
