Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Air Technical Applications Center (AFTAC), Nuclear Treaty Monitoring Directorate (TT), Patrick Air Force Base, Florida, Contracting Office 25 AF/PK (OL-Patrick) intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation, to perform the Atmosphere and Space (A&S) Mission System Support (MSS) effort to ensure mission continuity during the critical program transition period from legacy AFTAC Nuclear Detonation Detection System Analysis System (ANDSAS) through the government acceptance of the new Modular Optimized Operational System (MOOS). The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(a)(2)(ii), only one source is available for non-personal services to develop, update, and maintain legacy, current, and future versions of mission system that supports the detect, identify, and locate atmospheric and space NUDETs in near-real-time, and secondarily, integrate Research and Development (R&D) applications developed by outside organizations that are logical extensions of AFTAC/TT requirements. These software capabilities support storage, retrieval, and analysis of satellite data processed by Integrated Correlation and Display System (ICADS) as well as data from any other atmospheric or exo-atmospheric remote monitoring and ground sensors. The contractor shall correlate multi-source data types for alert officer analysis during routine, alert, and exercise activities. The contractor shall develop tools for the creation/generation of simulated data for training, exercises, and validation of analytical tools, and support Independent Verification and Validation (IV&V) testing of a replacement mission system MOOS. Competition for MSS would create substantial duplication of cost ($3.8M-$5.2M) and unacceptable delays (9-12 months) in fulfilling the government requirement. Additionally, it would create significant A&S program risk during dual system operations and dynamic changes in the satellite constellation. The North American Industry Classification System Code (NAICS) is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a size standard of 500 employees. Therefore, it has been determined that Northrop Grumman Systems Corporation is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within thirty (30) days of the issuance of this notice 25th AF/PK Contracting Office will consider responses received by 12:00 P.M., EST on 9 August 2015. Inquiries will only be accepted via email to Mr. Carl Schneider at carl.schneider.3@us.af.mil. No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
