Description
THIS REQUEST FOR INFORMATION IS FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE U.S. GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHER, THE GOVERNMENT IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED FROM THIS MARKET RESEARCH. If a formal solicitation is generated at a later date, a solicitation notice will be published. This inquiry shall serve as an opportunity for contractors to evidence their capabilities to provide supplies and services for the KC-130J Harvest Hawk. The highly specialized precision strike capability includes sensors, mission command and control, datalink and communications equipment, and the hardware and software to safely employ munitions, guns, and other payloads. Services associated with delivering this major system capability include non-recurring engineering, test and training support, product sustainment, and operations support. Requirements include engineering services for development and installation of Engineering Change Proposals (ECPs) required to maintain the Mission Operator Pallet and Burma software; reach-back capability to software OEM (Sierra Nevada Corporation); OEM software support; Field Support Representative services, and repair of repairable material. Qualification shall be based upon information that indicates Contractors possess an existing capability for the supplies and services listed in the above paragraph. Claims of existing capabilities must be substantiated. NAVAIR requests that companies respond by submitting (1) a summary outline and capabilities statement showing how Recurring and Non-Recurring Engineering of ECPs would be installed into the KC-130J Harvest Hawk aircraft and how Mission Operator Pallet support and software support would be provided and (2) data (including license agreements with Sierra Nevada Corporation) to substantiate capabilities and other information as determined by the vendor. Please limit your response to 20 printed pages. Additionally, respondents may provide contract numbers and descriptions for similar type work and products as evidence of capabilities. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. This announcement is NOT a Request for Proposals, nor shall the Government pay for any information/items submitted in response to this synopsis. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a draft and/or solicitation are released, it will be synopsized on the Federal Business Opportunities website located at http:www.fbo.gov. It is the potential offeror's responsibility to monitor these sites for the release of any follow-on information. No phone or email solicitation with regard to the status of the RFP will be accepted prior to release. This synopsis is for market research only. The applicable NAICS code for this requirement is 336413 -Other Aircraft Parts and Auxiliary Equipment Manufacturing. Companies shall submit responses/comments to this synopsis by mail by 24 Jul 2015 to DEPARTMENT OF NAVY, NAVAL AIR SYSTEMS COMMAND, Attn: Lynn Kaniss, Contract Specialist, 21936 Bundy Rd, Bldg 442, 1 st floor, Patuxent River, MD 20670-1547. Information and materials submitted in response to this request WILL NOT be returned. Classified material shall NOT be submitted. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business.
