- Sole Source Justification The Uniformed Services University of the Health Sciences (USU) located on the Naval Support Activity in Bethesda, MD has a requirement for lodging for its students, faculty, and staff who will be completing rotations and/or visiting various military installations throughout the United States, to include, but not limited to, Fort Bragg, North Carolina; Fort Gordon in Augusta, Georgia; Fort Hood, Texas; Joint Base Lewis-McChord, Washington; Joint Base San Antonio, Texas; and Tripler Army Medical Center, Hawaii. USU is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. This service will be procured in accordance with the procedures of FAR Part 12 – Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures. Sole source determination is made in accordance with FAR 13.106-1(b) : (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available ( e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). USU intends to negotiate on a sole source basis with Rest Easy LLC (IHG Army Hotels) for lodging to fulfill all lodging requirements for students, faculty, and staff visiting various military installations throughout the United States. The US Army initiated the Privatized Army Lodging (PAL) Program in October 2005. The PAL program was awarded via a competitive process to Rest Easy LLC, which is comprised of Lend Lease as developer and InterContinental Hotels Group (IHG) as hotel operator. The PAL program is authorized under the Military Housing Privatization Initiative (MHPI) legislation (10 USC §§2871-2885) and was solicited under Solicitation No. W912DR-04-R-0082 in October 2005, using a competitive process. It is in the Government’s best interests to issue a Blanket Purchase Agreement (BPA) with Rest Easy LLC (IHG) to fulfill all of the lodging requirements for the university. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
