Sources sought number: W9127N-15-R-SS04 Agency/Office: U.S. Army Corps of Engineers, USACE District, Portland Title: Sources sought for task order for over haul and ship repair Description(s): This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, capabilities, location, capability and availability of ports. The Government intends to use responses to this sources sought synopsis to make an appropriate acquisition decision for this project that will be solicited under # W9127N-15-R-0065. The U.S. Army Corps of Engineers, Portland District is seeking sources for a task order award for the Dredge Ship Essayons under a MSRA agreement under NAICS Code 336611 Ship Building and repairing. 1. THE PORTLAND DISTRICT IS SEEKING to issue a task order for overhaul and ship repair work in the areas of Alaska, California, Hawaii, Oregon and Washington areas. Small and large businesses who feel they are capable are encouraged to respond. All prospective vendors will be required to obtain or maintain a MSRA with the Portland District, USACE prior to award of task order. The USACE Portland District maintains a United States Coast Guard (USCG) Certificate of Inspection as well as an American Bureaus of Shipping (ABS) Loadline for this vessel. All work shall meet the standards of these two regulatory bodies. All overhaul and drydock work shall be performed at the Contractor's facility or in ship locations in event of breakdown that is repairable at sea. The Dredge Essayons is a trailing arm suction type Hopper Dredge that has an overall length of 350 feet, a beam of 68 feet with dragarms in cradle (108 ft with dragarms on dock), a Normal Light Draft Aft of 21 Feet, and is 7,248 Long tons. A. Major work items that may be associated with the overhaul and dry docking include but are not limited to: - Replacement and general ship systems maintenance and repair work - Pressure washing exterior hull (Keel to upper deck and bulwarks); Spot blasting as applicable - Painting areas of the dredge hull below the water line and miscellaneous areas above the upper deck - Coating the entire lower hull, upper hull (Waterline to upper deck and bulwarks) - Furnishing and installing new anodes - Hull coating replacement - Cleaning, inspecting and/or painting anchors, chains, chain lockers and forward / aft tanks - Complete inspection of the hopper areas - Hopper door and actuator repairs - Hopper staging and steel repairs - Overhauling hopper door and overflow hydraulic cylinder - Removing and reinstalling propeller blades - Removing and replacing tail shaft / hub assembly and main propulsion shaft bearings - Repairing bow thrusters, and Bow thruster remount - Inspecting sea valves - Replacing trunnion inlet valve and associated piping - Replacing rudder, rudder stock and bushings - Inspecting and replacing skin valves and sea strainers - Inspecting, cleaning, removing and/or overhauling supply and exhaust fans - Cleaning pump and engine room bilges - Miscellaneous inspecting, repairing and/or removing related to hopper doors - Inspecting and maintaining fire detection and extinguisher systems - ABS special survey - Drag arm system winch repairs and machinery overhauls - Valve repairs - Possible replacement of dredge engines, pumps, and piping - Steering and propeller shaft work (dropping rudders and removing tailshafts) - Sea valve/sea chest/hull anode replacements and repairs - Anchor chain and chain locker removals and inspections 2. CAPABILITIES: A. The contractor must demonstrate the following: - Prospective contractors must have, or be capable of, entering into a Master Ship Agreement with the U.S. Army Corps of Engineers. Prospective contractors must also have a NAVSEA-approved drydock/graving dock, or be in possession of a signed and dated certificate from a Professional Engineer stating that the drydock facilities currently meet all of the requirements applicable to that type of drydocking facility listed in Military Standard No. MIL-STD 1625C(SH), dated 25 August 1987, and Notice 1, dated 30 December 1992. - Access to a capable shipyard and meet the minimum capabilities for doing ship repairs under a MSRA contract vehicle. -Have availability of Dry-Dock, and Dock and Mooring Berth between the month of October and the month of January and possess the ability to perform major work as listed above in the Major Work Items section. - The dry-dock shall have a minimum lift capacity of 8,500 long tons, minimum clearance between wing walls shall be 74 ft -0 quote mark, and minimum keel block height shall be 6 ft -0 quote mark. 3. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS 1. Point of Contact name, email address, and phone number. 2. CAGE Code and DUNS number. 3. If you do not and wish to be considered to enter into an MSRA with the USACE Portland District please see the concurrent sources sought number W9127N-17-R-SS03 and follow the directions to be considered for a MSRA with USACE Portland District. 4. In the event that you are a small business, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 5. Statement of Capability (SOC) a. Statement of your skills, knowledge, experience and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with the repair or modernization of ship propulsion, power generation, structural, steering, electronic systems on large ships under a MSRA with USACE Portland District. b. Statement of availability of Dry-Dock and Mooring Berth. c. Identify the location of port of call that available for work in which applying, in any or all of the following areas: Alaska, California, Hawaii, Oregon, and Washington 6. All contractors are required to be registered in the DOD System for Award Management by MSRA award. 7. All contractors will be required to either hold a current MSRA with the USACE Portland District, or obtain one prior to award of task order. 8. All contractors will be required to provide other than construction bonding level per task order. Provide the aggregate sum total construction bonding level. Provide both capabilities which must be expressed in U.S. dollars; along with current available bonding capacity. 9. All contractors will be required to provide performance bonding levels per task order level. Provide both capabilities which must be expressed in U.S. dollars; along with current available performance bonding capacity.
