Program Coordinator for Anti-Kidnapping Mexico City, Mexico Issuance Date: 07/13/2015 Closing Date: 08/10/2015 SOLICITATION NUMBER: PSC-15-045-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) manages and funds bilateral narcotics control and law enforcement professionalization programs in Mexico that total over $50 million in budget annually. INL is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the DOS. INL's foreign assistance programs are designed to complement Mexico's efforts to establish a functional public safety system and enhance its criminal justice institutions. These program activities include professionalization and capacity building projects administered by the INL Mexico Section of the U.S. Embassy, with funding appropriated by Congress under the Merida Initiative. A complex, politically sensitive program of this size requires strong operational management and oversight to fulfill U.S. foreign policy goals. INL Mexico City requires an Law Enforcement Program Manager to manage the anti-kidnapping program who has significant management and supervisory skills, considerable experience managing kidnapping investigations or prosecutions, and expertise implementing, monitoring and reporting on narcotics control and law enforcement enhancement projects, preferably in Latin America. Purpose: The purpose of this Personal Services Contract (PSC) is to develop and implement anti-kidnapping training and capacity-building programs that improve the ability of Mexican law enforcement to respond to organized crime, reduce violence, and protect and strengthen communities. The Manager is responsible for program management services including designing, developing, planning, implementing, monitoring, budgeting, and evaluating anti-kidnapping training and capacity-building projects with budget of more than $25 million. In this capacity, the Manager provides advisory services on wide-ranging policy and technical law enforcement matters relative to U.S. contributions and participation in anti-kidnapping programs under the Merida Initiative. Relationship: The position serves under Chief of Mission authority in Mexico City, Mexico and is supervised by the Foreign Service 02 Law Enforcement Programs Officer. The incumbent will coordinate with all members of the Embassy Law Enforcement Working Group as needed in order to meet Mission objectives and eliminate duplication of effort. Duties and Responsibilities: 1. Assess: Participate in the analysis and evaluation of Mexican law enforcement institutions to include assessments of the organizational and operational capacities of the various elements of Mexican Federal, State, and Municipal Directorates of Public Security and their working relationships with the Public Ministry and the Judiciary. These assessments will include equipment, leadership, training, outreach to civil society, mobility, communications, and operational effectiveness. Receive and analyze reports from training academies and law enforcement agencies that receive INL support and advise the INL Mexico Director on programs intended to increase the professionalism and productivity of Mexican law enforcement institutions with regards to anti-kidnapping. 2. Advise: Provide advice and assistance in areas of specialized law enforcement expertise to the U.S. Embassy and INL Mexico management team to ensure successful implementation of Mission goals and objectives in Mexico. Provide advice and assistance to Mexican Public Safety Directors and to academies in improving operations, investigations, administration and resource management, internal discipline procedures, and overall efforts at modernizing. Provide technical assistance to host country law enforcement officials as they develop strategies to combat kidnapping. 3. Maintain Political Liaison: Generate support for and actively advance U.S. policy objectives with key host government officials.. Coordinate with U.S. Department of Justice and Department of Homeland Security agencies represented at post, as well as with the U.S. Agency for International Development, to coordinate activities and ensure a coherent approach to anti-kidnapping assistance in international criminal justice programs, assisting in the development of the overall strategy and the resources to implement Merida Initiative objectives. 4. Program Planning, Development, and Execution: Plan, develop, and implement training and capacity-building programs in accordance with Embassy and Department goals and objectives. Monitor and report on significant developments; evaluate program results, make mid-course adjustments as needed, and close out programs when completed. Programs may be required in areas such as ethics, professionalism, human rights, specialized investigative techniques, operational planning, policy development, and standards for recruiting, selecting, training, and supervising personnel. Coordinate with National Anti-Kidnapping Coordinator (CONASE) to provide technical assistance to federal, state, and local law enforcement entities. Establish appropriate performance metrics for all projects and programs, including a monitoring and evaluation (M&E) plan, and ensure linkages between performance metrics and program outcomes. 5. Program, Contracting, and Budget Planning: Provide strategic planning and process development during all project phases from development through implementation, including planning, scheduling, budgeting, monitoring, and coordination. Obtain Contracting Officers Representative (COR) certification within 90 days of beginning work at post, by either resident or online training with the Foreign Service Institute (FSI). Identify logistical support requirements and advise and assist in the procurement of technical services, training, and commodities. Monitor procurement actions; draft source-origin waivers and bid solicitations with scope of work; accept delivery of goods and services procured in support of INL Mexico programs. Develop budgets for INL Mexico programs, ensuring that projects accord with Mission and Department policies and objectives. 6. Integration of Programs: Work with U.S. and Mexican institutions and agencies to ensure the full integration of INL programs into existing training and development efforts to professionalize police forces, improve citizen safety, create new internal control systems, increase civil society outreach, and foster a culture of lawfulness. 7. End Use Monitoring: Ensure USG-provided commodities are effectively utilized and prevent waste, fraud, and mismanagement of government resources through end use monitoring of all INL-furnished goods or services. 8. Working and Supervisory Responsibilities: Manage large-scale contracts put in place to achieve program objectives. Supervise State Department Foreign Service National locally-employed staff and provide oversight and technical guidance to third-party contractor personnel providing support to INL Mexico programs. 9. Briefings and Reporting: Prepare, coordinate, and transmit reports on the status of INL Mexico programs and the impact of the local political environment on such programs. Prepare periodic status reports, budget reports, and program reviews. Track progress of training and delivery of goods or services in support of Merida Initiative goals. Assist and support visits by official travelers. Brief Department visitors, Members of Congress, and their staffs on the status of U.S. government and Mexican narcotics and crime control programs. Attend Embassy law enforcement meetings, brief the Director of INL Mexico or other appropriate Country Team members, and report on major issues, including the status of anti-kidnapping and other rule of law efforts. Minimum Requirements: 1. U.S. citizenship, and able to obtain/maintain a Department of State (DOS) security and medical clearance, and ethics clearance, if applicable. 2. Bachelor's degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or Ten (10) years related experience in the military, law enforcement, international development, international affairs, or public administration. 3. Ten (10) years of demonstrated experience in the area of management and training, or in law enforcement operations or other senior level managerial experience. 4. Five (5) years of demonstrated experience in law enforcement, with at least three years of full-time experience running anti-kidnapping investigations. Familiarity with current kidnapping trends and best practices for building units dedicated to solving and prosecuting kidnapping crimes. 5. Superior negotiation, interpersonal and managerial skills. 6. Demonstrated experience in planning, strategizing, implementing and reporting on projects, including familiarity with basic requirements and mechanisms for contract management and procurement. 7. Proficient in Microsoft office suite. 8. Excellent oral and written English communication skills. 9. Proficient in oral and written Spanish. Able to converse fluently with the GOM contacts or to draft correct correspondence relating to the technical aspects of the project in Spanish. 10. Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 90 days of arrival at Post. 11. Ability to participate in ongoing FAC P/PM training and complete course work equivalent to the entry level FAC P/PM certification within nine months of hiring. 12. Willingness to travel up to 40% of the time. 13. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within six (6) months of assignment successfully Preferred Knowledge and Skills: 1. Five (5) years of demonstrated experience working in international environments. 2. Demonstrated experience working at a U.S. Embassy, the U.S. Department of State or other international or development organization. 3. Demonstrated experience managing large assistance programs. 4. Understanding of U.S. foreign policy and interagency process, as well as knowledge of U.S. foreign policy regarding the continued development of justice reform and law enforcement capacity building. 5. Ability to work effectively with host-nation counterparts, departments, and ministries to further U.S. program goals and objectives and communicate those issues in a timely and concise manner. 6. Familiarity with international organizations involved in justice program components in missions around the world, and demonstrated understanding of the requirements for coordinating U.S. programs. Evaluation Factors: Factor 1: (Work Experience) (30 points) Demonstrated work experience in managing anti-kidnapping investigations and familiarity with current kidnapping trends and best practices for building units dedicated to solving and prosecuting kidnapping crimes Factor 2: (Diplomatic, Interpersonal, and Communication) (20 points) Offeror's demonstrated diplomatic, interpersonal and communication skills sufficient to build unity of effort with members of relevant USG agencies, Host Nation representatives, and the international community in developing and coordinating law enforcement capacity building programs Factor 3: (Subject Matter Expertise) (20 points) Offeror's ability to provide subject matter expertise (SME) and policy guidance to senior level policy makers within the Embassy and INL; experience and knowledge of acquisition, procurement, and contracting processes, as well as drafting necessary documentation in a timely manner Factor 4: (Management) (15 points) Offeror's demonstrated experience and ability to manage, supervise, and assess current programs, projects and personnel to provide quality oversight and assure outcomes and to assist in developing and implementing plans and performance measures for improving U.S. capacity to implement law enforcement training programs Factor 5 (Past Performance) (15 points) Evaluation of applicant's ability to perform under the contract; in conducting the evaluation, the Government reserves the right to evaluate all information available at the time of evaluation, whether provided by the applicant or obtained from other sources COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
