- SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government. The Request for Quotation (RFQ) number is FA2521-15-Q-B226 shall be used to reference any written responses to this source sought. Patrick Air Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 333912. The size standard for NAICS is 500 employees. This is a requirement for a commodity, one (1) oil-less air compressor. The air compressor shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and/or repair. The air compressor shall include, but not be limited to the following salient characteristics: An oil-less scroll type air compressor unit capable of continuously supplying compressed air to a large receiver; which is to be included as part of this requirement. Receiver Tank (conforming to ASME Standards) fitted with Safety Valves, pressure gauge, and drain valve. 120 PSIG working pressure with Pressure Relief Valve, Automatic Pressure Switch, Drain Valve, and Non Return Valve. Air delivery: 45 CFM to 55 CFM Working pressure at outlet of 120 psig Fully enclosed for sound attenuation Maximum noise level of compressor should be 64 dB (A) or less at normal load condition, one meter away from the machine. Integrated dryer to provide a pressure dew point of 37°F or less. Air Cleanliness: Compressor to provide 100% pure, clean air complying with ISO 8573-1 "Compressed Air (2010)," Class 0. The supplied unit shall have an integrated method of cooling supplied air and equipment thermal protection as well as automatic moisture separation. A suitable and efficient Pre-Filter for Compressor Unit to remove solid particles of dust and oil content. Control panel for monitoring continuously & accurately (through microprocessor based Regulator and Electronic Controller) the data and for controlling the performance through feedback to the operator and interlocking arrangements. Built in protection systems, inclusive of the following, should be provided for safe and foolproof operation of the complete compressor system: •- Phase sequence protection relay, •- Phase failure protection relay, •- Motor overload Trip, •- High Air Temperature Trip. •- Protection against starting on load, Nameplate: A corrosion resistant metal nameplate identifying the air compressor shall be securely attached to the air compressor. The nameplate shall contain the following minimum information : Nomenclature Manufacturer's Name Manufacturer's Model Number Manufacturer's Serial Number Date of Manufacture Power Input (volts, total amps, phase) Electrical Systems: The existing source voltage available at the facility is 208 & 480 Volt, 3-phase, 60 Hz. The air compressor electrical system shall be tolerant of a voltage fluctuation of ±10%. The electrical system shall be complete including any electrical transformer(s) required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the air compressor with means of lockout in the off position. Standard Equipment: All standard equipment required for proper operation of the air compressor and special tools required for regular periodic maintenance shall be provided with the air compressor. Technical Data: One (1) hard copy and one (1) digital copy of technical data shall be provided with the air compressor. Technical data shall contain technical information, specifications and instructions for the operation and maintenance. 45 CONS is interested in any size business that is capable of meeting this requirement. The government is also interested in all small businesses including (8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), or, if applicable based on NAICS code, Economically disadvantaged women-owned small business (EDWOSB) Women Owned Small Businesses (WOSB) that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision." As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), WOSB, VOSB, etc.). All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Also indicate if you are the manufacturer, or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date, and GSA contract number and expiration date if applicable.
