Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotations (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must provide a capability statement that displays the following: (a) Microsoft Word or PDF file in 12 point font (b) DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code) (c) Technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses (d) Staff expertise, including their availability, experience, and formal and other training; (e) Current in-house capability and capacity to perform the work; (f) Prior completed projects of similar nature; (g) Corporate experience and management capability; and (h) Examples of prior completed Government contracts, references, and other related information; The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 6 pages (excluding attachments.) All capability statements must be submitted electronically no later than 9:00am eastern time on July 24th, 2015 to Maryann Carroll, at maryann.carroll@nih.gov. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). ______________________________________________ STATEMENT OF WORK HMD Web Domain Design and Development Services Background The History of Medicine Division (HMD) is a division of the National Library of Medicine (NLM). The Division collects, preserves, makes available, and interprets for diverse audiences one of the world's richest collections of historical material related to human health and disease. Our collections are vast, rich, and diverse including rare books, the archived papers of medical luminaries, journals and pamphlets, historical films, photographs, posters, ephemera, and more. The Division's website has grown organically for more than 20 years, and now provides an array of information, interpretive sites, and services to diverse audiences. The Division interacts with several of the Library's online systems/databases and also hosts several of its own. Challenges include integrating with the Library's web presence while maintaining our own brand identity and developing a useful and intuitive navigational structure for our diverse audiences needs. Purpose and Objectives HMD requires the services of an experienced web design and development studio to support a redesign of the Division's web presence. The HMD web domain has developed and expanded piecemeal. Many aspects of the site do not meet current best practices. A redesign is required to support new direction in the goals and activities of the Division, new opportunities related to digitized collections and social media, and new technical and policy federal requirements. Fundamentally the Division requires: • Support in developing a revised site architecture based on stakeholder requirements and UX best practices • An accessible, 508 compliant, responsive design with a modern, engaging look and feel and intuitive • Fully developed and tested pages including a homepage, several system homepages, and a sampling of informational pages Vendor Requirements The vendor shall have a minimum of 10 years' experience in the design and development of engaging, successful, and award winning websites which provide a variety of multifaceted content for the public, students and educators, and scholars and researchers. The vendor shall have demonstrated experience in: • presenting extensive logistical information, and especially complex organizational information in an appealing and intuitive manner through the thoughtful design of information architecture for business websites and the development of brands • presenting complex subject matter visually, especially historical and medical information, through medical illustration, interactive modules, and exhibitions • implementing current best practices of website design and development for cultural and federal entities including user experience design, responsive design, W3C standards, and federal accessibility and section 508 requirements. • integrating social media and third party platforms into websites • integrating database and other systems information into websites The vendor shall be able to meet periodically onsite at the National Library of Medicine in Bethesda, Maryland for design presentations and other collaborative work as required. Period of Performance The entire project shall include but not be limited to following phases: Structural Organization Phase - Information Architecture & Navigation; Design and Production Phase; Testing Phase. The work shall immediately start after contract is awarded and complete within one year of award. Reporting Requirements and Deliverables Structural Organization Phase - Information Architecture & Navigation The vendor will be required to work with the HMD Web Program to develop a new information architecture for the content of the approximately 300 pages of information and resources in the existing website. This will involve reviewing a content audit, analytics reports, and stakeholder requirements and developing an effective content strategy, information architecture, and navigation structure to meet HMD's requirements. Included in this task is the development of wireframes for the various types of pages, including the HMD homepage, several system homepages, and a variety of informational page types that will be required to implement the architecture. Structural Organization Phase Deliverables include: • site organization structure and navigation strategy • designation of page types • wireframes for each page type Design and Production Phase With the new structure complete, the vendor will be required to design a new look and feel for the site that meets HMD's content, communication, and technical requirements. A limited amount of user testing will be required to inform this process. The vendor will be required to produce a functional HMD homepage and sufficient functional pages and required code for HMD to implement the design across the informational pages of the site outlined in the information architecture. Design deliverables include: • content coordination support (as required) • design options for fonts, text, and image treatments, color palette, and logos, PDF files and other required elements • working demonstrations of any scripted functions • completed, functional web pages • All required documents, image, and files Testing Phase With the design and development complete the functional pages will be integrated into the NLM TeamSite environment and tested to ensure that they display correctly and meet all the technical and policy requirements. Closeout The Web Designer will provide the History of Medicine Division with: • All production image files [jpg or png] • All document files [PDF, Word, Other as required] • Web optimized Logo and icon files [if necessary] • The final built website files [DVD or file transfer] • Documentation including font and color specifications, code specifications, and other information required for the maintenance and expansion of the site Government Responsibilities HMD will provide overall guidance and relevant background materials for the project including stakeholder requirements, content audit, and web analytics. HMD will provide image or video resources and final text, and timely review and responses. HMD may provide project direction and management, an interpretive plan, tone study, or other design guidance. Program Management and Control Requirements The Manager of Web Development and Social Media, TBD, will serve as the project officer and will receive final reports and deliverables. Designated HMD staff will work directly with the vendor in providing guidance, feedback, and acceptance for the deliverables. The vendor will submit the completed deliverables and all related materials as final documents or files in electronic format including everything required for HMD to maintain and expand the site after the completion of the project.
