- DRAFT Statement of Work. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL: This sources sought is a market research tool being used to determine potential sources that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. In addition, the Government seeks industry input on the attached draft Statement of Work (SOW). Specifically, the Library wishes to know the following: 1. Commercial nature of the requirement. Will modification(s) to existing commercial off-the-shelf (COTS) software be necessary to meet the Government's requirement? If modification will be required, will the modification be considered "minor" in accordance FAR 2.101 Commercial Item (3)(ii)? 2. Can this software likely be procured for under $100,000.00? 3. Is the draft SOW clear and comprehensive enough for offers to be made? Please provide areas of the SOW that need clarification. 4. Is the project technically feasible? What technical hurdles, if any, are there? 5. What certifications will be required from FCC, UL, etc? 6. Does your firm have a schedule with GSA or GWACS, such as NASA SEWP and NITAAC? Please include relevant experience and expertise in the technical capability statement. INTRODUCTION The National Library Service for the Blind and Physically Handicapped (NLS), Library of Congress (LOC), administers a free library service to eligible residents of the United States and American citizens living abroad who cannot hold, handle, or read standard print media because of a temporary or permanent visual or physical limitation. Within this library, centralized in Washington, DC, is a specialized collection of music scores and books in braille and large print that is developed, maintained, and circulated by the Music Section. NLS Music Section has approximately fifty thousand hardcopy braille volumes that may be loaned to U.S. residents and U.S. citizens abroad. These all require scanning/digitization. The Government anticipates the requirement to result in a Firm-Fixed Price contract. Period of Performance: one Base Year and four Option Years. Attachments: 1.
