Description
NFFP7300-15-03453RDS ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Advanced Telemetry Systems, Inc. of Isanti, MN to supply 130 radio telemetry transmitters for a scientific research study to the National Marine Fisheries. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) Northwest Regional National Marine Fisheries Service (NMFS) requirement for a supply of radio telemetry transmitters for a scientific research study. Advanced Telemetry Systems, Inc. possesses the unique capability and willingness to manufacture and provide custom radio transmitters with temperature sensors in the frequency range compatible with telemetry receivers already owned by NMFS at a reasonable cost to the government. NMFS owns an extensive collection of radio telemetry receivers and antennas that will only detect 30 MHz transmitters. The period of performance for one tag is November 1, 2015, to ensure these tags will work properly with the NOAA receivers. The other 129 tags shall be delivered by February 1, 2016. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
