- Special Notice It is the intent of the US Fish & Wildlife Service, Office of Law Enforcement (OLE), to enter into a firm fixed price purchase order with Adaptive Digital Systems, Inc. to obtain specialized surveillance equipment for monitoring/recording audio and video. The specifications for this need are: 1. An 8 hour digital recording device that records audio and video at 30fps and has - a pinhole camera, HD camera, and a button camera, extremely low light camera, stereo mics, remote on/off switch, ability to operate on AAA and/or lithium ion batteries, has a built-in transmitter with ability to program FWS frequencies, has the ability to be concealed on the body or in a number of supplied concealment options. 2. A 256 hr, 30 f/s video recorder. Runs 4 cameras simultaneously; includes GPS and WIFI transmitter 3. Monitor and adjust cameras and microphones via bluetooth; includes Android phone 4. System has the ability to be utilized in the RF environment or in the Wifi environment for the transmission of audio and video 5. Has a transmitting, receiving and repeater system that may be programmed to FWS frequencies and ability to be utilized with existing OLE receiving equipment. 6. Has a long range (500 feet) switch controller with feedback 7. Motion detector ON / OFF, with delayed "OFF" 8. Has evidence protection software with authentication (hash values) 9. Has a proprietary media archiving solution to enable the proper archiving of authenticated audio and video recordings. 10. Equipment has a minimum 7 year warranty to include technical support Due to the complex nature of the electronic and technical equipment used by The Office of Law Enforcement, particular concerns exist which require very specific types of equipment to be utilized. Special considerations exist in undercover law enforcement operations which require the use of specialized surveillance equipment for monitoring/recording audio and video. OLE currently owns and utilizes this same equipment, and is seeking to purchase additional equipment with exchangeable cameras and recorders to work in unison with ADS equipment. This is to maintain standardization and increase inventory due to increased demand and use of the equipment by OLE agents The proposed action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. The NAICS Code is 334310 Audio and Video Equipment Manufacturing. The proposed action is for supplies for which the Government intends to solicit and negotiate under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit quotations no later than 12:00 PM PST July 21, 2015. This notice of intent is not a request for competitive quotations. However, all quotations received after the date of publication of this synopsis and prior to 12:00 PM PST July 21, 2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Responses to this posting must be submitted in writing via email only. The Government will not be responsible for any costs incurred in responding to this notice.
