Description
This document is a DRAFT Performance Work Statement, subject to change. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract to 540 Company. This requirement is being conducted under the Simplified Acquisition Procedures. Per FAR 13.106-1(b)(1), Soliciting from a single source - For purchases not exceeding the simplified acquisition threshold. In accordance with FAR 13.106-1(b)(1)(i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. The support services for an Acquisition Intelligence Support Agreements (AISA) analytical tool to help integrate information from the intelligence community into the acquisition process. The support services involves the contractor to host the prototype and be able to demonstrate the prototype as required. Once implemented, the contractor shall provide lessons learned and recommendations for the next phase, to include defining the requirements on what is required to "go-live" and the strategy for integrating AISA with both Intelligence and Acquisition Community tools. The contractor shall develop and host the AISA analytical tool, integrating information from the intelligence community into the acquisition process. The work will be divided into 2 phases. Phase 1 is currently funded. Phase 2 may be funded at the completion of phase 1 and after we learn from the Phase 1 product. For Phase 1, the contractor shall build a working prototype of the AISA tool that serves as a proof of concept on how data from the intelligence community can be integrated into the acquisition process. The prototype shall mock integrations with external data sources using both sample test data and DAMIR data (DAMIR is AT&L's major information sharing/analytical tool). The contractor shall host the prototype and be able to demonstrate the prototype as required. The draft Performance Work Statement is attached. The Government anticipates a Firm Fixed Price Contract for a period of performance of 12 months. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement to Jonathan Bertsch, Contract Specialist, via email: jonathan.e.bertsch.civ@mail.mil, no later than 3:00 pm Eastern, 24 July 2015. All information submitted should support the offeror's capability to provide the required services, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the sole source award. The primary North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services, Small Business Size Standard $27,500,000.00.
