- Brand name justification/J&A The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Thomson Reuters. The NIH Library needs to purchase Annual subscription to MetaCore, web portal access with Genomics Analysis. This web-based bioinformatics suite that allows researchers to upload data analysis results from experiments such as microarray, next generation sequencing, metabolic, SAGE, siRNA, microRNA, and screening. It provides functional analysis to identify the most relevant pathways, networks, and cellular processes in the data. Additionally, gene, protein, compound, pathway map, and disease searches are available. The license for the Genomic Analysis Tool is included for studying genetic variance and is particularly useful for studying genetic variance and is particularly useful for studying a set of variants resulting from next generation sequencing experiments. This is a renewal of a software shared seat license for an analysis tool that stores data in a unique format, locking existing analysis into continued use of this tool, making it hard for replacement tools to do the same thing. Thomson Reuters' MetaCore product can only be purchased in the US directly from Thomson Reuters. This is a powerful tool for performing microarray and next gen sequence data analysis to get biologically meaningful functional information. Finally, this is a recognized brand name tool that is in high demand across the NIH campus. MetaCore unique capabilities: • MetaCore encompasses complete cell life from ligand (stimuli) through cell signaling to effect (metabolism) • MetaCore is the only platform in the world with merged metabolic and signaling networks. We replaced EC numbers by individual proteins and this fine metabolic mapping allows MetaCore to provide merged metabolic and signaling pathway networks. • MetaCore can concurrently visualize gene expression, proteomics, metabolomics, SNP, SAGE, SiRNA, DNA Seq and HCS data • Proteomics data can be read directly into MetaCore • MetaCore is the only software that can visualize and analyze metabolic mass spec concentration data • MetaCore content is manually curated by PhD and M.D. employees of Thomson Reuters. We currently have over 45 full time PhD annotators and two MDs. Thomson Reuters can take on annotation and data mining contract projects. They read full text articles and use small experiment information. • MetaCore has species-specific pathways. • MetaCore has disease-specific pathways. • MetaCore has an integrated DNA variant and Gene Expression analysis workflow. • Thomson Reuters has flexible cost effective business models: web portal, named or concurrent seats, annual, 3 year, 5 year or perpetual licenses. • MetaCore has the largest database with quality, breadth and depth of content, based on feedback from customers who have mad comparisons. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). But, if you believe you can provide the items or services, please forward capability statements to anne.mineweaser@nih.gov by July 22, 2015. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
