Statement of Work Solicitation The U.S. Customs and Border Protection (CBP) plans to enter into one or more Blanket Purchase Agreements (BPAs) for Helicopter Charter and Lift Services in the Houlton Sector with a small business vendor(s). The purpose of this BPA solicitation is to provide for the transportation of persons and equipment via helicopter to remote CBP communication sites throughout the State of Maine. This effort is to support the Land Mobile Radio (LMR) Tactical Communications Modernization System, sponsored by the Tactical Communications (TACCOM) Program within the Wireless System Program Division (WSPD), Office of Information Technology (OIT). The nature of the helicopter services is to provide round trip transportation of up to six (6) passengers per trip carrying up to 500 lbs of cargo per trip, and possible transportation of external equipment via lift from one of two local airport locations to specified tower communication sites in Maine. These trips will allow for critical emergency work needed to identify, assess, and repair various aspects of the LMR towers. The service provider will be required to pick up and return passengers to CBP designated locations in Maine, with site maintenance locations at any of the 21 LMR tower sites identified as landing zones in the SOW.
