- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted to the GPE accessed via the Internet at https://www.fedbizopps.gov, satisfying the requirement of FAR 5.201(b)(1)(i). The Request for Quotation (RFQ) number is N63394-15-T-0090. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-83 Effective 02 Jul 2015 and DFARS Change Notice 20150626. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541930 and the Small Business Standard is $7.5 Million. This combined synopsis/solicitation is a competitive, restricted to Small Business action. The contract type will be firm fixed price. The Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA, requests responses from qualified sources. Please respond with the pricing and availability. The offeror must be registered in the System for Award Management (SAM) before an award can be made/issued to them. The Contracts Department, Code 022, Naval Surface Warfare Center, Port Hueneme, (NSWC PHD), California, intends to procure on an other than full and open competition basis the following items: Description: The Contractor is to provide American Sign Language Interpreter Services from July to September 2015 for two (2) civilian employees located at the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, CA, IAW the attached SOW. AMENDMENTS TO THIS REQUEST FOR QUOTATION AND ANSWERS TO QUESTIONS SUBMITTED WILL BE POSTED AT FEDBIZOPPS. U.S. GOVERNMENT - TAX EXEMPT STATEMENT OF WORK SIGN LANGUAGE INTERPRETER SERVICES The Contractor is to provide American Sign Language interpreter services 1July 2015-30 September 2015 for two civilian employees employed by the Naval Surface Warfare Center, Port Hueneme (NSWC PHD), Port Hueneme, CA. 1.0 Scope: The Civilian Interpreter Service is established to provide communication services to the deaf employee and to assist course instructors in relating information to the deaf employees. 2.0 Purpose: This service is required to assist course instructors and deaf employee in proper communications and full understanding of course content, policies and directions. 3.0 Coverage and location of Performance: This service covers performance of sign language interpretation for two NSWC PHD deaf employees. Interpreting services will be at NSWC Port Hueneme; 4363 Missile Way, Port Hueneme, CA 93043 in facilities provided by the government and will coordinate activities with the NSWC PHD resident sign language interpreter. Contractor shall invoice for labor hours worked. Contractor shall provide backup information on the invoice that supports days and hours worked, along with narrative explaining what services were provided to the specific deaf employee. 4.0 Requirements: NSWC PHD requires interpreters to be certified by the Registry of Interpreters for the Deaf (RID) and able to interpret between the languages of American Sign Language (ASL) and spoken English. The interpreter shall interpret highly technical information. 5.0 Period of Performance: The Period of Performance will be ARO July 2015 through 30 September 2015. 6.0 Hours of Operation: The standard hours of operation for NSWC PHD site personnel shall be 0730-1630 Pacific Time, Monday-Friday. Hours of operation may be altered with no notice as necessitated by Force Protection posture or as a result of severe weather, disaster, fire, security incident or other similar emergency or event. 7.0 Common Access Card: On site contractor personnel are required to have Common Access Cards (CACs). The contractor will provide the Contracting Officer's Representative with specific personnel information to initiate CAC application, as well as, authorize contractor personnel on-site base privileges via the Naval Base Ventura County PASS Office. The contractor is responsible for ensuring the return of CACs upon termination of the employee, or at the conclusion of the performance period.
