- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch (GB),, plans to procure on a sole source basis a LabChip GX Touch, HT, from PerkinElmer Health Sciences Inc.,710 Bridgeport Avenue, Shelton, CT 06484-4794, United States. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 334516, and the applicable business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The delivery is expected within The Genetics Branch (GB), of the Center for Cancer Research at the National Cancer Institute is engaged in the study of cancer genetics. Investigating genetics alteration and its effect on the development and biology of cancer is an integral function of the Genetics Branch. By using ultra-high throughput methods, in conjunction with next generation sequencing NCI will be able to reveal aspects of cancer biology not possible using more conventional methods. The Genetics Branch uses ultra-high throughput methods, in conjunction with next generation sequencing, which has the potential to reveal aspects of cancer biology not possible using more conventional methods. The GB, currently requires a high-resolution microchip based electrophoretic instrument, which allows up to 384 DNA or RNA samples to be analyzed in an auto-loading manner, completely unattended, without manual intervention. A sole source to PerkinElmer Health Sciences Inc. is intended for this order; based on the fact the PerkinElmer LabChip GX HT can make use of unparalleled electrophoresis separation for High Sensitivity DNA/RNA analysis and RNA integrity analysis all on one compact instrument. The PerkinElmer LabChip GX is the only known platform to the GB that will allow a run of 384 samples automatically without human intervention, thus allowing the necessitated throughput for GB's scientific project. To NCI's knowledge, there is no other high-resolution microfluidic DNA/RNA electrophoretic instrument on the market, which can meet these requirements. In addition, the performance characteristic of this equipment is needed for the required integrity of experiments. Thus based on the information a sole source award to PerkinElmer Health Sciences is intended for this procurement. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by July 29, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
