- DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ). Proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-79 are incorporated into this RFQ. This solicitation is not issued as a small business set-aside. All responsible firms may submit a quotation for consideration. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Quoters are advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, should be submitted with its quote. Contract clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Applicable FAR clauses will be incorporated at time of award. OBJECTIVE The National Science Foundation (NSF) intends to procure meeting space, sleeping rooms, food, refreshments, and audio visual equipment of a high-quality facility for the 2 day Division of Graduate Education Staff Retreat and Strategic Planning Meeting to be held September 22 - 24, 2015. The meeting space will be required Tuesday evening September 22, and all day Wednesday, September 23, 2015 and Thursday, September 24, 2015. The facility must be located outside a 50 mile radius of Arlington VA, but no more than 100 miles. MEETING SPACE REQUIREMENT The facility must provide the following spaces: One (1) large general session meeting room that can accommodate up to 30 attendees when configured for boardroom or 5 person round table seating set-up on both meeting days. This large session meeting room must be available at 6 p.m. - 8 p.m. Tuesday, 10 a.m. - 5 p.m. Wednesday and 9 a.m. - 2 p.m. Thursday. Two (2) break-out group meeting rooms that can each accommodate up to 12 participants/ laptops when configured for a conference room set-up. 12 chairs should be available in each room. The rooms should be easily accessible from the general session meeting room. All of the meeting space above is to only be utilized by NSF for the duration of the panel meeting. Access should be provided to the rooms from 6 p.m. on Tuesday night; 3 p.m. on Thursday; All applicable fees must be included in the pricing. Wireless internet connection is required in all conference space. SLEEPING ROOMS REQUIREMENT The facility must provide (or have access to) up to 2 private rooms on Tuesday, September 22, and 30 single, private rooms with private baths for the night of September 23rd. Checkout for all attendees is September 24, 2015. All lodging rooms must be at the same location as the conference facility. Wireless internet connection is required in sleeping rooms. All applicable fees must be included. AUDIO VISUAL REQUIREMENT Large general session room requirements: one (1) overhead projection screen; one (1) LCD projector configured for use with an NSF-provided laptop; one (1) podium with one (1) podium microphone and one (1) wireless microphone; one (1) portable, hand-held, wireless microphones; and, wireless internet connection needed each day. With (4) easles and flip charts with pads. All applicable fees must be included. Break-out room requirements: Wireless internet connection needed each day; two (2) easles and flip charts with pads required in each room. All applicable fees must be included. The hotel shall ensure that all materials, services, products and electronic information and technology provided under this contract are in compliance with Section 508 of the Rehabilitation Act of 1973. All applicable fees must be included. FOOD REQUIREMENT On September 23, 2015 lunch, afternoon light refreshments, and dinner is needed for 30 participants. On September 24, 2015, breakfast, morning light refreshments and lunch is needed for 30 participants. The cost of the meals cannot exceed the perdiem rates for the local and must me inclusive of ALL fees. AM and PM breaks cannot exceed $25 per person, perday, inclusive of all fees and gratuities. NOTE: Pursuant to the National Science Foundation Authorization Act of 1988, NSF may use appropriated funding for special activities which includes meals and beverages BASIS OF AWARD: Award will be made to the lowest priced, technically acceptable offeror.
