- The U.S. Army Corps of Engineers - Baltimore District has been tasked to solicit for interested vendors in a position to provide MPPEH Handling and Disposition Services. The Blanket Purchase Agreement will be for a period of one (1) to five (5) years. This solicitation will be advertised as a Small Business Set Aside. The North American Industrial Classification System (NAICS) Code is 5612910 (Remediation Services). The contractor shall provide all supervision, personnel, equipment, tools, materials, transportation and other items necessary to perform the required services. Description/Scope of Work: The U.S. Army Corps of Engineers (USACE) Military Munitions Response Program (MMRP) requires the elimination or reduction, to the extent practical, of potential explosive and environmental hazards remaining on various sites, or in used military munitions and associated material. Many of the materials potentially present an explosive hazard (MPPEH) items found on these sites require removal and or disposal under the CERCLA process. MMRP Projects under the oversight of USACE Environmental and Munitions Design Centers (EMDC) are authorized to use services for removal of MPPEH. USACE intends to self-execute inhouse removal actions on cleanup sites contaminated with military munitions. These cleanup actions will generate unknown quantities of MPPEH. One or more of the following support services will be required to process and inspect recovered MPPEH resulting from USACE cleanup activities: bulk demilitarization and processing through certification as MDAS; processing, inspection, and certification of MPPEH as MDAS/MDEH; and bulk destruction of unspent small arms (HD. 1.4). USACE intends to purchase services to handle, inspect, and document-as-safe of said items to facilitate proper disposal. All processing and/or treatment of MPPEH (HD. 1.1) items will be conducted onsite. Small Arms Ammunition (HD. 1.4) may be treated offsite. This scope of work does not include the detection and recovery of MPPEH from munitions response sites. The scope of work does not include the demolition/destruction of Munitions of Explosive Concern (MEC). The Contractor shall manage, process, and provide final disposition or coordination of stockpiled MPPEH and/or MDAS onsite as required by site specific conditions. Details concerning quality and type of materials is unknown at this time, but will be provided at the time of solicitation for specific work. The Contractor must be able to provide quote mark cradle-to-grave quote mark documentation for chain of custody and final disposition of all material. Only processed and certified MDAS will be permitted to leave the site. All other MPPEH treatment/processing will be conducted within the munitions response site. The following requirements pertaining to management, processing, and final disposition of MPPEH in accordance with Department of Defense Manual DoDM 6055.09-M-V7 -Ammunition and Explosives Safety Standards: Criteria for Unexploded Ordnance, Munitions Response, Waste Military Munitions, and Material Potentially Presenting an Explosive Hazard; Department of Defense Instructions DoDI 4140.62- Material Potentially Presenting an Explosive Hazard; Engineering Manual 200-1-15, Technical Guidance for Military Munitions Response Actions; Engineering Manual 385-1-97, Explosive Safety and Health Requirements Manual, shall be met: Shall manage, process, and provide final disposition or coordinate thereof all MPPEH. All personnel, vehicles, and equipment shall meet all applicable Local, State, and Federal laws and regulations pertaining to the management, processing, and final disposition of MPPEH. Shall not comingle MPPEH with any other material. MPPEH shall be documented by authorized and technically qualified personnel as Material Documented as Safe (MDAS) after 100% inspection and an independent 100% re-inspection to determine that it is free of energetic material. Shall provide quote mark Cradle-to-Grave quote mark all required documentation in correct format. This requirement must be provided in strict accordance with the statement of work included in the request for quote (RFQ) that can be obtained from www.fbo.gov. Only those vendors who can provide the requirement EXACTLY as stated in the statement of work may provide a quote. All responsible sources may submit a quote which shall be considered by the agency. You must be registered with the System for Award Management (SAM) database to receive a government contract award. You may register with the SAM at https://www.sam.gov/portal/public/SAM/. The solicitation will be provided in an electronic format, free of charge on or about 15 July 2015, to all authenticated account holders of Federal Business Opportunities (FBO) System (www.fbo.gov).
