- Description
- The United States Special Operations Command Technology Applications Contracting Office has a requirement to provide Life Cycle Contractor Support for sustainment of certain radar systems and subsystems. This support includes depot level maintenance support and repair, spare and repair parts management, sustainment, programmatic support, technical guidance, a Reliability Improvement Program, technical supply management, on-site customer service support, sourcing of technical data for publications and training, support and test equipment maintenance, and on-site training for unit personnel for the systems installed Special Operations Aircraft. This indefinite delivery indefinite quantity contract has a five-year ordering period, from 1 July 2015 through 30 June 2020. The Government awarded this requirement on a sole source basis under the authority of 10 U.S.C. §2304(c)(1), as implemented by FAR 6.302-1, to Raytheon Company, 2501 W. University Drive, McKinney, TX 75071-2813. The Government possesses neither the required level of engineering nor the software documentation necessary to complete the above tasks. As the designer, developer, and original equipment manufacturer of the systems, Raytheon owns all proprietary data rights to these systems and is not currently receptive to the concept of selling these data rights to the Government or competitors, necessitating sole source negotiation and award.
