Description
THE ATTACHED WAGE DETERMINATION IS A DRAFT WAGE DETERMINATION. THE FINAL WAGE DETERMINATION WILL BE POSTED WITH THE FINAL SOLICITATION. THE ATTACHED STATEMENT OF WORK (SOW) IS A DRAFT SOW. THE FINAL SOW WILL THE ATTACHED INVITATION FOR BID (IFB) IS A DRAFT IFB, PLEASE DO NOT SUBMIT THE ATTACHED BID SCHEDULE IS A DRAFT BID SCHEDULE. THE FINAL BID SCHEDULE WILL BE POSTED WITH THE FINAL SOLICITATION. This is the official solicitation synopsis for the Tyndall Air Force Base Repair Force Mains project. This will be a single award, firm-fixed price, construction contract. Work to be performed under the terms of this contract consists of furnishing all equipment, permitting, labor and material to replace two 8" cast iron force mains by pipe bursting. Force main sections located below ditches will be lowered and installed by horizontal directional drilling. Each force main is approximately 3500 linear feet. Four air release valves and manholes will be replaced. Archaeological monitoring services shall be provided during all ground disturbing activities for any evidence of artifacts. If the archaeologist observes cultural remains that require more concerted action, the TAFB Natural Resources will be advised immediately. All work shall be accomplished in accordance with contract documents and most recent Federal and state regulations. The North American Industry Classification System (NAICS) code 237110 Water & Sewer Line & Related Structures Construction will apply to this acquisition. The size standard for this NAICS code is $36,500,000. Performance and payment bonds will be required for the contract in accordance with Federal Acquisition Regulation Part 28. Scope includes work at Tyndall Air Force Base, Florida. The magnitude of this project is IAW FAR 36.204(e) "Between $500,000 and $1,000,000." The period of performance is for a 120 days. All work shall be in strict compliance with the specification of the contract. This is being solicited as a total Small Business set aside. The successful offeror will be selected using Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14. It is anticipated the solicitation will be issued electronically on or about 30 July 2015, on the Federal Business Opportunities (FBO) web page under the solicitation number FA4819-15-B-0003. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xlsx), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The government intends to hold a site visit for the initial project on or about 11 August 2015. The exact date and time will be identified in the solicitation. Anyone interested in attending the site visit must email your full name, and date of birth to benjamin.nieto@us.af.mil In order to be placed on the Entry Authorization list not later than 0900 five (5) days before the site visit. Potential offeros are limited to two (2) people per contractor. NOTE: All prospective contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. For information on registration refer to SAM.gov. Registration may take up to three weeks to process.
