For information on how to access NESI, please review the 100W_200W Pre- solicitation notice attachment. The Space and Naval Warfare Systems Command (SPAWAR) is issuing this pre- solicitation notice to notify industry about an upcoming solicitation (N00039-15-R- 0225) and to instruct interested parties about Interoperability Testing to be conducted as part of an Advisory Multi-Step Process (FAR 15.202). The Advisory Multi- Step Process allows the Government the opportunity to advise Offerors on whether or not their PA is capable of operating with an AN/USC-61(C) DMR, which will be a mandatory requirement in the upcoming solicitation. The proposed acquisition will be for 100 Watt Ship, 200 Watt Ship/Shore, and 200 Watt Submarine Power Amplifiers (PAs) for the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) Navy Communications Program Office, PMW/A170. In addition, SPAWAR is releasing the draft hardware performance specifications for industry review and comment. PMW 170 has an estimated requirement for seven hundred and fifty eight (758) 100W Power Amplifiers (PA), nine hundred and sixty one (961) 200W Ship/Shore PAs, and one hundred and seventy four (174) 200W Submarine PAs for the Digital Modular Radio (DMR) program. The DMR is a software definable radio with embedded INFOSEC, capable of transmitting and receiving on four RF channels simultaneously. It is based upon an open system architecture and is interoperable over-the-air with existing HF/VHF/UHF Line of Sight & UHF SATCOM circuits such as MUOS, IW, DAMA, SINCGARS, VHF Civilian Air Distress, and other circuits utilizing legacy radios. Each RF channel of the radio is capable of operating anywhere in the 2MHz to 2GHz frequency band. The DMR 100W Ship and 200W Submarine PAs operate on VHF and UHF Frequency bands between 30 and 512 MHz. The 200W Ship/Shore PA operates within the UHF SATCOM 292 512 MHz range only. The proposed acquisition will be a total small business set-aside under FAR Part 19.502-2. Offers from other than small business concerns will not be considered. The North American Industry Classification System (NAICS) code applicable to this acquisition is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and the Federal Supply Class (FSC) code is 5820 with a Small Business Size Standard of 750 employees. The Government intends this effort to be placed as a Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Contract (MAC) using FAR Part 15 procedures. Award is anticipated for up to four (4) small businesses. The anticipated period of performance will consist of one five-year base period, one three-year option period, and a final two-year option period. This pre-solicitation notice is not a request for competitive proposals or a solicitation of offers. Once an RFP is issued, it will be available on the FEDBIZOPPS website at http://www.fbo.gov and the SPAWAR e-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential responders to monitor these sites for additional information pertaining to this requirement.
