- THIS NOTICE RELEASES PM-DCGS-A INCREMENT 2 TECH DATA PACKAGE READING LIBRARY ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). The Army Contracting Command Aberdeen Proving Ground (ACC-APG) in support of the Program Manager Distributed Common Ground System (PM-DCGS-A) hereby opens the DCGS-A Increment 2 Reading Library. The DCGS-A Increment 2 Reading Library is intended to provide industry with the most updated DCGS technical information prudent to providing a response to PM DCGS-A's Increment 2 Request for Proposals, which is forecasted for release mid to late fiscal year 2016. In addition to requesting access to the reading library through the following FBO link (https://www.fbo.gov/fedteds/DCGSAINC2READINGLIBRARY) companies who desire access must complete and return the DCGS-A Technical Data Non-Disclosure Agreement (Attached). All DCGS-A Technical Data Non-Disclosure Agreements must be submitted to Wai.l.Wong6.civ@mail.mil. Email request submissions should include full company names and corresponding Commercial and Government Entity (CAGE) Codes, or a copy of company's incorporation certificate, state/provincial business license, sales tax identification form, or other documentation which verifies the legitimacy of the company. Once a requestor completes access request through the FBO link and submits the completed DCGS-A Technical Data Non-Disclosure Agreement, the Government will review the requestor's DCGS-A Technical Data Non-Disclosure Agreement to verity the requestor represents a legitimate, domestic business. If the access is granted the requestor will receive an automated email notification from FBO informing of access to the DCGS-A Increment 2 Reading Library. If access is denied, an explanation will be provided via an automated FBO rejection email to the requestor. As prescribed in DFARS 252.204-7004, requestors must be registered with System for Award Management (SAM). Representations and certifications must also be on record. These registrations can be completed through the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/.
