Description
MBP Requirements THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Navy Clothing and Textile Research Facility (NCTRF) on behalf of The Naval Sea Systems Command (NAVSEA), Program Manager, and Expeditionary Missions (SEA06EXM/PMS 408) is in the process of locating capable businesses that are interested in providing Ballistic Plates that meet the specifications listed below. This is a request for information (RFI) and not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Points of Contact (POC) listed herein, by potential offerors or their employees regarding this requirement is strictly prohibited. MARITIME BUOYANT PLATE (MBP): To be used by Navy personnel to provide the user with protection from 7.62mm rifle threats while performing security and Anti-Terrorism/Force Protection (AT/FP) duties. (Please note that Requirements can be found in attachments and can be printed separately with tables rather than text only). Requirements : The MBP shall be manufactured in four sizes (using the same materials, processes, facilities, standards, capabilities, etc.; only difference is physical size): - Small/Medium Torso plate shall be swimmer/shooters cut, single-curve 10" X 12" plate. - Large/X-Large Torso plate shall be swimmer/shooters cut, single-curve 11" X 13" plate. - Small/Medium Side plate shall be a full cut, single-curve 5" X 7" plate. - Large/X-Large Side Plate shall be a full cut, single-curve 6" X 8" plate. MBP threshold thickness-including the cover-is 1.0 inches; objective thickness is 0.9 inches. MBP threshold and objective weight for each size plate is outlined in the following table: Plate Threshold (lbs) Objective (lbs) Small/Medium Torso 3.4 2.3 Large/X-Large Torso 3.8 2.7 Small/Medium Side 1.2 0.8 Large/X-Large Side 1.4 1.0 As a threshold, MBP shall be neutrally buoyant in fresh water; threshold and objective buoyancy characteristics for MBP are outlined in the following table: Plate Threshold (lbs) Objective (lbs) Small/Medium Torso 0.1 2.0 Large/X-Large Torso 0.1 2.3 Small/Medium Side 0.1 0.5 Large/X-Large Side 0.1 0.6 MBP "stand alone" threshold and objective ballistic performance requirements are outlined in the following table: Plate Threshold Objective Torso NIJ 0101.06 5.56X45mm M855; Type III; Blunting Gap* Blunting Gap* Side NIJ 0101.06 Type III 5.56X45mm M855; *Blunting Gap Resistance is defined as the ability to resist complete penetration against six shots on each plate from M1943 7.62x39mm PS threats at the following velocities (all velocities are ± 100 fps): 800, 900, 1,100, 1,300, and 1,500 fps. The MBP cover must protect the ballistic plate from maritime contaminates (oil, sea water). Cover shall be black polyurea or equivalent material (e.g. black Line-X) that completely adheres to and uniformly encompasses the ballistic plate. The MBP will provide uniform materials coverage throughout the entire surface area and shall have uniform areal density throughout the entire surface area. The MBP will be non-hazardous (non-explosive and have no toxicological or electromagnetic radiation effects) to the individual wearing the MPB. There shall be no magnetic influence on a compass at any distance from the MBP. The MBP will be able to withstand two drops at a height of 48.0-inches onto a concrete surface without any detrimental effects to ballistic performance, major surface characteristics, or physical properties. The MBP shall maintain structurally ballistic integrity after being subject to 10 days of uniform thermal exposure of 150o ±5o F and after thermal cycling as outlined in the following tables: Cold Thermal Cycle Test Conditions Time (hr) Temperature oF (±3oF) Relative Humidity (%) (±5%) 2 70 50 2 100 50 2 150 50 2 70 50 2 32 N/A 2 0 N/A 2 70 50 Hot Thermal Cycle Test Conditions Time (hr) Temperature oF (±3oF) Relative Humidity (%) (±5%) 2 70 50 2 32 N/A 2 0 N/A 2 70 50 2 150 50 2 100 50 2 70 50 The MBP shall maintain structural and ballistic integrity after contamination with Jet Propellant 8 (JP-8), oil, and immersion in salt water for a period of two (2) hours each at 70 degrees ± 10 degrees Fahrenheit. The MBP shall neither support fungus growth nor experience damage due to the presence of fungus spores or adjacent fungus growth. Respondent shall show that they have made similar ballistic plates, which meet the threshold requirements of this sources sought and provide written proof of such conformance. Responses should be submitted electronically, in Portable Document File (PDF) format, and be limited to 50 pages. Respondents should submit an initial synopsis (commonly referred to as white paper) which outlines potential solutions based on the ability to meet the performance requirements outlined in this document. Specific information describing how the proposed solution meets the requirements is requested. If a potential solution meets some of the performance requirements, respondents are asked to highlight what can be met and what cannot. For those performance requirements that cannot be met, please detail the level and/or reason for the shortfall. REGULATORY REQUIREMENTS. The respondent is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). The Navy invites both large and small businesses to address the questions below. The applicable North American Industry Classification System (NAICS) for this requirement is 339999. Interested small business concerns who are certified and qualified as small business under NAICS 339999, and registered in the Central Contractor Register (CCR) under NAICS 339999 shall provide evidence that the company can supply the required supplies. All companies are encouraged to respond and submit their information to this office no later than (NLT) close of business (COB) on 15 Aug 2015. If you are a Small Business that performs on contracts under NAICS 339999 and plan on responding to this RFI, please provide information relative to past performance and/or experience providing the supplies requested above. Information should be sufficient to demonstrate the ability to provide this requirement to include (i) Business size, average numbers of employees and approximate annual gross revenue; (ii) specific small business status (if applicable) for your company whether (a) HUB Zone Small Business; (b) Small Disadvantaged Business; (c) 8(a) Firm; (d) Women-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; and (g) other (explain); (iii) company's name, CAGE code, DUNS, Tax ID Number (TIN), address, point of contact, telephone number, and e-mail address.
