Synopsis: THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A SOLICITATION NOR A REQUEST FOR PROPOSAL AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT NOTICE IS STRICTLY VOLUNTARY. NO BASIS FOR CLAIMS SHALL ARISE AS A RESULT OF A RESPONSE TO THIS SOURCES SOUGHT NOTICE OR THE USE OF SUCH INFORMATION AS EITHER PART OF THE EVALUATION PROCESS OR IN DEVELOPING SPECIFICATIONS FOR ANY SUBSEQUENT REQUIREMENT.THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY AND NO REQUESTS FOR EXTENSIONS WILL BE GRANTED. The Department of Veterans Affairs is seeking capable educational /accredited entities that are able to provide round table discussions on the promotion of health equity and the elimination of health disparities amongst minority veterans. ? Statement of Need / Statement of Objective 1.Introduction / Background There is currently a need on behalf of the Department of Veterans Affairs to fulfill several key areas of the Health Equity Action Plan implemented by the Department of Veterans Affairs and by extension the Blueprint for Excellence. These documents are aligned directly with the VHA and VA strategic plans for the ultimate mission - caring for those who have borne the battle, their widow and their orphan. a.Reason Why Effort is Required Currently there is no representative for Veteran health equity and health care issues at the Roundtable on the Promotion of Health Equity and the Elimination of Health Disparities. The VHA is involved with the Global Forum on Innovation in Health Professional Education and the Roundtable on Translating Genomic-Based Research for Health but not this particular Roundtable tackling health equity issues. b.Summary of prior research conducted in this area It is particularly important for VHA to be a part of this effort in order to bring to the forefront the fact that military service with the attendant unique exposures and experiences constitute vulnerability for all Veterans whether they receive health care at the VHA or elsewhere. 2.Objectives The IOM's Roundtable on the Promotion of Health Equity and the Elimination of Health Disparities was created to enable dialogue and discussion of issues related to: a.the visibility of racial and ethnic disparities in health and health care as a national problem; b.the development of programs and strategies to reduce disparities; and c.the emergence of new leadership. These strategies align with various VHA strategic goals. Listed below are examples from the relevant sections of the VHA strategic Plan: "Veterans will receive timely, high quality, personalized, safe effective and equitable health care, irrespective of geography, gender, race, age, culture or sexual orientation. (Goal 1e) "Implementation strategy - VHA will develop an understanding of where health and health care inequities exist and identify factors that contribute to inequity in Veteran populations, and intervene to eliminate the inequities. (Implementation Strategy) The following are alignments with the Blue Print for Excellence: "VHA will aspire to the "Triple Aim" (Better Health, Care, and Value), and Focus Performance Measurement on Strategic Outcomes. (Transformation Action 2.2.a) "Implement a Population Health Program. (Transformation Action 3.2.a) "Advance Knowledge on Improving Individual and Population Health. (Transformation Action 7.2.b) Participation in this activity will benefit the agency in several ways. First, this participation will contribute to the agency successfully meeting the aforementioned goals, strategies, and actions. Second, the Agency will be able to raise awareness of the disparities faced by Veterans and influence public and private efforts to ensure equitable care for all Veterans including those not in VHA care. Third, these efforts will place VHA as a leader in the provision of equitable health care for the nation's Veterans 3.Meetings and Reviews The Roundtable conducts both meetings and workshops. The proceedings of workshops are normally published. These events occur semi-annually. Topics and dates of upcoming meetings have not been confirmed. Below are a listing of previous meetings by topic, date/time, and length. The OHE travel budget will be used for any necessary travel expenses. 5.Contracting Officer Representative (COR) a. Robert Griffin - (202) 461-4070 b. No Government personnel, other than the Contracting Officer, have the authority to change or alter these requirements. The COR shall clarify technical points or supply relevant technical information, but no requirements in this scope of work may be altered as a sole result of such verbal clarification." 6. REPORTS/DELIVERABLES: a. The following deliverables are required of the Contractor either in satisfaction of the task definition or to enable the Principal Investigator to manage the contract: "Two Roundtable meetings - each occurring over a two day period "Two reports - each summarizing a prior Roundtable meeting. These reports may be in draft form in cases where final production includes external review and printing is involved Please note: The C&A requirements do not apply, and that a Security Accreditation Package is not required. Additionally, no VA sensitive information will be disclosed. The completion of applicable agency trainings by participating VHA staff and any applicable reporting in this area will be used as the mechanism/documentation to ensure that VA sensitive data is protected. 7. PERIOD OF SERVICE: All work to be performed under the order will be completed no later than one year from the date of award of the order. 8.CONTRACTOR QUALIFICATIONS: "Neutral entity with the ability to pull together individuals with influence over health equity efforts in the United States in on-going public-private sector meetings
