Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: The National Cancer Institute (NCI), Laboratory of Cancer Biology and Genetics (LCBG), Center for Cancer Research (CCR), plans to procure, on a sole source basis, a TriCarb 4910TR liquid scintillation counter from Perkinelmer Health Sciences, Inc. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery will be within four (4) weeks from receipt of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Laboratory of Cancer Biology and Genetics (LCBG) currently encompasses the work of research programs consisting of basic and translational components that are designed to: elucidate the cellular and tissue changes associated with specific stages of carcinogenesis, detect and characterize genetic modifiers fundamental to cancer susceptibility and progression, define the molecular mechanisms involved in the pathogenesis of major human cancers, and develop rational approaches for cancer prevention and treatment. Studies are performed in vivo in animal models, in vitro in cell and organ culture, and on tissues and cells obtained from human volunteers and cancer patients. The LCBG also develops and correlates novel protocols in molecular diagnostics for human and animal tissues, and in noninvasive medical imaging for animal models. Emanating from our studies are new therapeutic combinations for targeted cancers now in clinical trials. The Molecular Mechanisms and Tumor Promotion (MMTP) section uses liquid scintillation counters to detect and measure ionizing radiation, namely Ca-45, H-3, and P-33, to determine radioligand binding and displacement activity on receptor systems. An optimal liquid scintillation counter will have high-resolution capability to distinguish between alpha and beta radiation, and even distinguish between various low-level beta emitters, color-corrected dual-label DPM, library of quench standards, and chemiluminescence detection, and sending/storing data in network drive folder for easy access and retrieval. This application will assist the MMTP in understanding structure-activity relationships and improving drug design. The MMTP uses liquid scintillation counters (LSCs) to analyze drug activity on various receptors. LSCs are instrumental in understanding the pharmacodynamics of the drugs in the MMTP's library. This will help explain the relationship between the dose of a drug and the resulting host response to that drug. The Contractor shall provide: one (1) Perkinelmer Health Sciences, Inc. TriCarb 4910TR liquid scintillation counter (system includes: Built-in computer with Windows 8.1 operating system 4 GB (minimum) RAM and 250 GB hard disk (minimum) 3 high speed USB ports and Dual Gigabit Ethernet support; 19 inch Wide LCD monitor with DVI-D video output and ergonomic keyboard; Ergonomic computer mounting arm mounts on either left or right side; Varisette starter kit for TriCarb - part number 6060004); one (1) each of the following: Ambient kit, TRI-CARB VE; Unquenched LSC standards, 20ml vials; Unquenched Low Level 3H, 14C & bkd stds; LASER printer, 110V; WORKLIST software; high sensitivity option; utility cart (assembled); new instrument online training & support; regular delivery; extended warranty plus one (1) preventative maintenance. This equipment is manufactured by Perkinelmer Health Sciences, Inc. The proposed Vendor is currently the only source that makes an instrument that meets the scientific requirements of the MMTP. Perkinelmer Health Sciences, Inc. is the only company capable of providing the required scientific equipment including in aggregate: a) installation; b) training by the original equipment manufacturer for their equipment, and c) an original equipment manufacturer extended one (1) year warranty. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:30PM EDT, on July 27, 2015. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
