- Description: This is neither a request for formal Request for Proposals (RFP) or quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this RFI or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Objective: The U.S. Naval Research Laboratory (NRL) is seeking information from interested parties about their interest, capabilities and experience in integrating the full range of research & development and information technology, emerging capabilities into realistic operational Special Operations conditions and environments in joint exercises all over the world and related activities. The NRL also seeks scientific, engineering and programmatic support for Signature Technology-based work and the transition of those capabilities to the field and operations. Contract activities will include research, design, development, engineering, high-performance computing, prototype development, systems integration, analysis, software/database design, acquisition and operations, modeling and simulation, fabrication services, project management, threat assessment, field testing and evaluation, realistic military training backside support, and documentation support. The contractor will also investigate other innovative technologies and processes and procedures to address operational readiness issues and emergent threats as they are identified. The contractor will provide subject matter expertise and associated support required to perform research, development, integration into realistic operational conditions provided by joint accredited exercises world-wide for the NRL Signature Technology Office (STO) and their customers. The NRL is considering a multiple award, IDIQ contract with a five-year period of performance. Background: The NRL STO conducts a broadly based multi-disciplinary program of scientific research and advanced technological development, directed towards air, maritime, land-based, and cyberspace applications of new and improved materials, techniques, equipment, and systems for the purpose of countering emerging threats, while addressing platform and environmental signature shortfalls and gaps. The NRL STO performs programmatic analysis and project assessments. It manages/coordinates an integrated comprehensive research and development programs that addresses the full range of signature technology control and counter-signature technology control as these advanced capabilities apply to the Navy, Marine Corps and their components to integrate and interoperate with other Multi-Service, Agencies, and other governmental organizations. The STO monitors and evaluates signature technology control development efforts within government, industry and academia to facilitate emerging capabilities across the entire NRL into realistic military conditions and other Joint Service and Department of Defense (DoD) Agencies' weapon systems, Command and Control (C2) capabilities, networks, processes and procedures. It provides an effective and efficient centralized point of contact and management for the Navy and other Joint-Service and DoD Agencies associated with the STO programs. IV. Resources In order to aid industry in evaluating their ability to provide the requirement, a draft Statement of Work has been attached and is provided herein this RFI. V. Capability Statement Organizations responding to this RFI are requested to provide a Capability Statement. The Capability Statement should indicate the Contractor's qualifications and previous experience in providing similar support services, with a focus on core competencies and factors, which might differentiate the Contractor from potential competitors. To receive the referenced specifications, offerors must have an approved DD2345 - Military Critical Technical Data Agreement on file with the Defense Logistics Information Service. Upon confirmation of eligibility, the offeror shall be granted access to the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. Contractors must be properly registered in the Government's System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the attachments. Submission Format: The NRL asks that interested parties, at a minimum, supply the following information: 1. RFI responses shall be limited to no more than 7 pages, not including cover letter, cover page, list of questions and table of contents. 2. Company Name, Address, CAGE code 3. RFI Response Point of Contact name, telephone number, and email address 4. Feedback and questions regarding the feasibility or challenges for performing this work 4a. This feedback and questions will be used to clarify any follow-up RFI or Request For Proposal (RFP) 5. Information describing company capabilities, resources, and experience that demonstrate an ability to perform this work 6. Description of how the interested party would perform the work, and what teaming arrangements might be made, if any, with other companies. NRL asks that interested parties, at a minimum, supply the following information: 1. CONTACT INFORMATION a. Name of company and point of contact (POC) b. Response to the technical questions listed above. 3. Pricing, Schedule, and Commerciality Information Catalog prices, rough order of magnitude costs, and delivery schedule. All material must be handled, controlled, marked and sent in accordance with DoDM 5200.01-V4, February 24, 2012, SECNAVINST 5720.42F, and all applicable U.S. export control laws and regulations. Submissions shall be provided in electronic format only.
