Description
This is a combined synopsis/solicitation for commercial items and will be prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-15-Q-3095. The North American Industry Classification System (NAICS) Code is 334111, size standard is 1,000 employees. Incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2005-83. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a sole source, firm fixed price contract to Concurrent Computer Corporation, Endwell, NY for the following: CLIN 0001 VME Based iHawk GE-IP XVB602 Computer, (Qty. 3 Each) Required delivery is on or before 31 Aug 2015. FOB Destination is Naval Station, Newport, RI Exact matches only, no substitutions. Concurrent Computer Corporation is the sole developer of the customized iHawk GE Single Board Computers running RedHawk real-time simulator tools that have been integrated into the WAF hardware-in-the-loop (HWIL) weapon simulators over the past several years. They are the only manufacturer who can provide iHawk SBCs including the required multi-core hardware that includes syncable real-time clocks, multiple external interrupts, real-time kernel, drivers, and development tools that are completely compatible and interchangeable with the existing hardware and applications. It has been determined that in order to maintain operability, this configuration may not be substituted. This hardware is critical to the simulator as it allows the simulator to run the software that communicates and controls the Unit Under Test (UUT) hardware. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors - Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation - Commercial Items. Evaluation factors are technical capability, price, and past performance. Each is equally important. FAR 52.212-3 Offeror Representations and Certifications - Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions -Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies. The following addenda or additional terms and conditions apply: In accordance with DFARS Clause 252.211-7003, the contractor shall provide a Unique Item Identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000 or more. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Offers should include price and delivery terms. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
