SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government. Reference number is FA2521-15-Q-B197 shall be used to reference any written responses to this sources sought. Patrick Air Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 332994. The size standard for NAICS is 1,000 employees. The requirement is as follows: CLIN Description QTY UNIT 0001 The Master Workstation is comprised of two 1 Ea Components a computer and a master controller. The dedicated computer uses advanced GUI (graphical user interface). The master controller takes commands from the computer and transmits them to the remote bird deterrent units. The master controller is situated below the computer monitor. RF output is five watts. Radio frequency is narrow band. Channel spacing is 12.5 kHz. 0002 The software may be Windows based and should have 1 Ea the following features: _ Customized Airfield Diagram depicting locations of remote bird deterrent units. This eliminates guess work about bird deterrent unit location. The operator can simply point and click to activate the desired unit or group of units. _ Reporting function indicates bird deterrent unit activation history. Operator can ascertain what units were activated, when they were activated, how many times they were activated, and for what period of time. _ Fuel estimates indicate remaining fuel in remote bird deterrent units. _ Auto control allows operator to program the system to activate automatically. _ Printed reports of all above activities may be produced. _ An unlimited number of remote units can be assigned in up to 100 groups without restriction. _ The software should have upgrade capability. 0003 The hand held transmitter allows the system to be activated 2 Ea from anywhere on the airfield. It is capable of controlling individual units or groups of units without restriction. 0004 The system requires a base antenna. The 3 dB gain fiberglass 1 Ea antenna transmits radio data to all remote bird deterrent units located on the airfield. 0005 The remote bird deterrent units (18) require no outside power 18 Ea source, they are contained. All associated components are mounted on the same unit. The housing for the remote bird deterrent unit is a 16 gauge galvanized steel box measuring approximately 3' x 2' x 3'. The cabinet is painted safety yellow. Fully loaded, the unit weighs approximately 180 pounds. The unit easily becomes a portable 90 pounds by removing the propane cylinder and 12 volt battery. Components of the Remote Bird Deterrent Unit are: _ Electronic Multi-Bang LP Gas Cannon _ Automated motorized rotating platform _ Synthesized VHF or UHF radio receiver _ 12 volt deep cycle battery _ 40 watt solar panel and regulator _ Five gallon LP gas cylinder _ Solenoid valve _ Locking door handles and carrying handles 0006 Remote Bird Deterrent Unit with bird distress cry generator 12 Ea (12), Includes all features of Remote Bird Deterrent Unit plus a 200 watt amplifier powers the distress cries through many speakers on a speaker tower. A series of eight distress cries begins as soon as the remote bird deterrent unit is activated and can be played selectively or randomly. 45 CONS is interested in any size business that is capable of meeting this requirement. The government is also interested in all small businesses including (8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), or, if applicable based on NAICS code, Economically disadvantaged women-owned small business (EDWOSB) Women Owned Small Businesses (WOSB) that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision." As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Also indicate if you are the manufacturer, or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date, GSA contract number with date of expiration, as well as any specifications/drawings for the item.
