- 100% Set Aside for Small Business The National Cemetery Administration is soliciting offers under Solicitation No. VA786-15-Q-0338 to supply blank granite columbarium niche covers and blank granite memorial wall markers for East Carolina State Veterans Cemetery. Material: Granite shall conform to the definition of granite as defined by ASTM1- C119. Granite provided under this contract shall be standard grade, fine to medium grained material as classified by the National Building Granite Quarries Association. It shall be free of cracks, seams, or starts which may impair its integrity or readability of the inscription. Color: Granite shall be a uniform shade of fine to medium grain gray color of (N6 to N7.75) judged against the (Munsell Neutral Value Scale, Matte 31 - step scale). Finish: The face and sides of each blank shall be uniformly machine honed to a finish using 80 grit and display a smooth satin surface, free of scratches, saw marks, rust spots and skips. The back of the niche covers and markers shall have a smooth-sawn finish or finer. All stone shall be obtained from quarries within the United States of America and having adequate capacity and facilities to meet the specified requirements. Each blank shall be free from defects in workmanship. Chips, cracks, open seams, or abraded edges, will not be permitted and the repair or patching of any such defects is prohibited and will be cause for rejection. Contractors having previous approval of a full size niche cover sample, and memorial wall marker sample, within the last 12 months, may submit a copy of each approval in lieu of submitting actual full size samples. However, a 6" x 6" sample representative of the stone to be used and finished per Sections 2.0 and 3.0 above, shall still be submitted for review in lieu of submitting full size samples. All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around July 16, 2015. Responses to the solicitation are due by 2:00 p.m. July 25, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps.
