- PRESOLICITATION NOTICE SYNOPSIS Contracting Office: National Guard Bureau Contracting Office 111 S. George Mason Dr. Arlington, VA 22204-1373 Subject: Medical Service and Analytics Applications (MS&AA) Action Code: W9133L-15-R-0082 NACIS: 622110 - General Medical and Surgical Hospitals, Std Size: $38.5M Classification Code: Medical Services (Q) Q201 Set Aside Status: Cascading set-aside order of precedence. Any award resulting from this solicitation will be made using a cascading set-aside order of precedence as follows: 1.1 In accordance with FAR Subpart 19.1405, Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside Procedures, any award under this solicitation will be made on a competitive basis first to a SDVOSB concern in accordance with FAR 19.1405. 1.2 If there are no acceptable offers from SDVOSB concerns, the SDVOSB set-aside shall be withdrawn and the requirement, if still valid, set aside for small business concerns. 1.3 If there are no acceptable offers from small business concerns, award will be made on an unrestricted basis using full and open competition considering all offers submitted by responsible business concerns. quote mark Solicitation: Proposed Number# W9133L-15-R-0082 Period of Performance: Base year (12) months period to include one (1) 12 months option period Place of Performance Government sites to be specified in Performance-based Work Statement Source Selection Process: The objective of the source selection is to select the proposal that represents the best value. The source selection will be based on a best value tradeoff approach for award as defined in FAR 15.101. The Government will evaluate proposals based on the factors and criteria stated in Section L and Section M. of the solicitation. The Government also intends to evaluate proposals and award a contract without discussion, except for clarifications as described in FAR 15.306(a). Award: Single, Firm-fixed price contract This synopsis is in accordance (IAW) FAR Subpart 5.203(a) to satisfy the minimum 15 day public notification. The National Guard Bureau Contracting Office anticipate the issuance of a final solicitation for the Air National Guard (ANG) Surgeon General (SG) Medical Service and Analytics Applications (MS&AA) contract. THIS IS A NOTICE ONLY. This is not a solicitation (RFP, RFQ, RFI, IFB, etc.). Hence, proposals will not be accepted in response to this posting. A FORMAL announcement for Request for Proposal (RFP) to proposed solicitation W9133L-15-R-0082 will be issued on or about August 2015 via the governmentwide point of entry. This notice is not an attempt to capture questions, telephone calls, inquiries or capability statements as they will not be entertained at this time. Description: Background: The requirement is derived from federal responsibility of U.S.C. Chapter 55 and other Public law to improve, develop and maintain new requirements as part of robust new deployment initiatives encompassed as part of DoD total force initiatives efforts, significant increases in unit level administrative mandates, compliance actions needed to maintain effectiveness, and comply with requirements and expanded processes. Objective: to provide for a centralized technical direction and managerial oversight of general medical and analytic support services to the Air National Guard (ANG) at the Wing, Base, Post, or State level offices in the 50 states and 4 territories. The level of work is based on a service hour commitment functioning against professional labor categories. The contractor shall provide a spectrum of non-military, non-personal services to achieve or maintain maximum effectiveness and economy in operations to support the Air National Guard ongoing need for medical services. Congress, DoD, and Regular Air Force (RAF) have mandated these new requirements as part of a robust new deployment initiative and encompassed as part of DoD total force initiative efforts. Many of these programs, processes and initiatives are supporting actions which are not military unique or specific to a military functional specialty code, but are an extension of the current workplace. This makes the requirement amenable for contracted support. No assumption should be made that these medical services and analytic functions are the sole responsibility of the contractor.
