- The Food and Drug Administration intends to issue a sole-source contract to Colorado State University. The anticipated contract is a logical follow on to an interagency agreement (IAA Number 224-11-2043) to continue to work collaboratively to model the distribution of individual livestock farms, feral pigs, and individual produce farms to better understand the dynamics by which produce is contaminated by enteric pathogens. These efforts resulted in the development of the Farm Location and Agricultural Production Simulator (FLAPS) model, a national-scale model that predicts the fine-grained spatial distribution of both livestock and leafy-greens farms. The current contract object is to enhance and add utility to the FLAPS model to provide spatially-explicit, quantitative data related to contamination of produce by enteric pathogens (E.coli and Salmonella), for use in FDA decision making. Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements using Simplified Acquisition Procedures per FAR Part 13.5. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within seven (7) days after the publication of this synopsis, which will be considered by the agency. Responses received after seven (7) days or without the required information may not be considered. A determination by the Government not to compete as a result, of information received is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
