Example Image Example White Paper Information Spreadsheet 2015 Special Operations Forces Warrior Industry Collaboration (SOFWIC) & JSOC Capabilities and Technology Expo (JCTE) Solutions Event The Program Executive Office Special Operations Forces Warrior (PEO-SW) and Joint Special Operations Command (JSOC) will be holding "Industry Collaboration Days" on 20-22 October 2015. PEO-SW provides rapid and focused acquisition of Special Operations Forces (SOF)-peculiar capabilities to USSOCOM operators conducting decisive ground SOF activities and global operations against terrorist networks. The purpose of this event is to provide industry with an opportunity for a focused engagement with members of PEO-SW and JSOC to share ideas that facilitate the delivery of innovative capabilities to the Special Operations Forces (SOF) warfighter. To alleviate any confusion regarding this event, please read the whole announcement thoroughly and refer to the agendas provided. The JCTE Solutions Event will be held at the Davis Conference Center, MacDill AFB, FL 33621, on 20 & 21 October 2015 and SOFWIC general sessions will be held on 22 October 2015 at a Tampa Location to be determined (TBD). The first two days of this event are a follow-on to the classified JSOC Capabilities and Technology Expo (JCTE) Needs Event held on 29 & 30 April 2015 in McLean, Virginia. The intent of the JCTE Needs Event was to "inform and influence industry's internal investment decisions in areas that address SOF's most sensitive and urgent needs." Industry partners who have reviewed the classified Capability Needs List released in conjunction with the JCTE may submit unclassified, two-page white papers for potential presentations as part of the first two days' agenda. Industry partners must also submit a small (~20kb) picture of their product or concept and fill out / submit the attached excel spreadsheet required by PEO-SW and JSOC (template is attached to this announcement). These attachments are explained in further detail later on in the special notice and should be uploaded to the portal along with the whitepaper. The agenda for these two days will consist of 16 (8 each day), forty-five minute, invitation-only sessions. Registrants from the April JCTE will also receive an email detailing this opportunity. Priority for the 16 sessions will be given to industry funded efforts that best align with the needs detailed in the Classified Needs List. Discussions that follow during the event between presenters and the Program Manager's and user representatives in the audience through the form of Q&A may be up to the SECRET/NOFORN level. Presenters of selected white papers will receive their invitation via email. Responses may be sent to the JCTE email invitation and/or in accordance with the guidelines for submitting topic nominations detailed in the paragraph below. JSOC's Technology Needs listing includes multiple needs in each of the following functional areas: • Breaching • Communications • Electronic Warfare • Fire Support • Information Technology • Intelligence, Surveillance, and Reconnaissance • Knowledge Management • Lighten the Load • Mobility • Scalable Effects Engagement/Non-Lethal • Power and Energy • Soldier Survival • Target Engagement • Visual Augmentation • Other Need Areas Non-attendees of the 2015 JCTE may submit unclassified, two page white paper nominations to address the technology areas listed below for consideration as part of the third day's agenda on 22 October, at a Tampa location TBD. Submission guidelines can be found further in the announcement. These white papers will be evaluated and vendors will be notified by email if they are invited to present their technologies. Day 3 will begin with general sessions consisting of introductory presentations by Special Operations Forces Acquisition, Technology & Logistics (SOF AT&L) leadership, an overview of PEO-SW war fighting commodity areas, forecasted contracting opportunities for FY16 and beyond, and introductions by the Director, Science and Technology (S&T), Small Business Innovation Research (SBIR), Technology Industrial Liaison Office (TILO), and the Tactical Assault Light Operator Suit (TALOS). General Sessions are unclassified and open to all industry representatives. Seating is very limited and will be available on a first come, first serve basis. You must register to attend, walk-ins will not be permitted. Attendees must present some form of government (federal or state) identification at check-in. For those only participating in the General Session, representatives from S&T, TILO, and SBIR will be available to answer questions in the afternoon. After the general sessions in the morning, the remainder of the day will consist of 20 minute, invitation-only, sessions for selected industry "White Papers" to program managers and user representatives. No other vendors will be allowed in these sessions besides the presenting company. Warfighting commodity areas of interest for "White Papers" follow: 1) Ground Mobility: • Passive noise cancellation for engines • Reduced visual signature (e.g., camouflage, 3D camouflage) paint treatments • Lightweight (thin) Transparent Armor (GMV 1.1 and Non Standard Commercial Vehicles) • Rapid Emergency Egress doors • Amphibious mobility: Light Tactical All-Terrain Vehicle (LTATV) • Purpose built, inconspicuous armored and unarmored (Non Standard Commercial Vehicles) • Over Snow Mobility • Lightweight Transferrable Armor • Low Visibility SATCOM antenna 2) Visual Augmentation Systems: • Head-mounted Devices • Hand Held Devices • Weapon Mounted Device • Fires / LASERs: 3) Weapon Systems: • Round count and Tracking for weapon maintenance and barrel change • Barrel improvements to improve weight, reliability, lifecycle sustainment • Suppressors 4) Ammunition/Demolition: • Polymer Cased lightweight ammo 5) Soldier Protection, Survival, and Equipment Systems • Hard Armor -Lightweight/Modular • Special Operations Eye Protection • Visual Augmentation System (VAS) Mounts • Financial Improvement and Audit Readiness (FIAR) compliant web application for SOF Personal Equipment Advanced Requirements (SPEAR) program capable of property accountability, warehouse management, logistics/supply functions, financial, and personnel management data 6) Tactical Combat Casualty Care Medical Systems 7) Find, Fix, Finish, Exploitation, and Analyze Capabilities Who Should Attend? Day 1, 20 OCT, HQ USSOCOM/Davis Conference Center: • Industry that attended the JCTE Needs Event in April 2015 and then submitted a white paper that is selected for presentation. (8 sessions with a 45 minute private briefing block, invitation only) Day 2, 21 OCT, HQ USSOCOM/Davis Conference Center: • Industry that attended the JCTE Needs Event in April 2015 and then submitted a white paper that is selected for presentation. (8 sessions with a 45 minute private briefing block, invitation only) Day 3, 22 OCT, HQ USSOCOM/Tampa Location TBD: • Industry (large and small businesses) interested in gaining additional insight into future SOF capability needs. • Companies interested in partnering with PEO-SW in efforts jointly shared and funded through the use of Cooperative Research and Development Agreements (CRADA). • Industry that submitted a white paper selected for presentation on Day 3. Note: If you have a paper chosen for Day 1 or 2, you may also attend or have an additional paper chosen for Day 3. End State and What to Expect Afterwards? • As an end state, industry can expect to better understand the needs and focus areas of the PEO - Special Operator Forces Warrior portfolio. • Companies can gain knowledge of CRADA efforts, and other contracting and subcontracting opportunities. • Representatives from all business types can receive feedback through general session Q&A and follow on feedback from the user community if their technologies information is deemed valuable and passed on. • Each company selected to present on Days 1-3 will receive feedback on their presentation and may be selected to engage in a CRADA opportunity with USSOCOM or JSOC. Registration and "White Paper" Submission Guidelines Submitted unclassified whitepapers are discouraged from being marketing in nature, or previously submitted ideas. The PEO-SW office is looking for true innovative, out-of-the-box thinking, conceptual approaches, and ideas with respect to the technologies listed under each of the commodity areas above. Each respondent must submit an unclassified "White Paper" in the following format: * No more than two unclassified pages in length in Word or pdf format including graphs, pictures, and analyses. Documents longer than 2 pages will not be considered in their entirety. * Page size shall be 8.5x 11 inches; font size shall be 12 point. * Cover page and table of contents, if included, will not be included in the page count. * There are three attachments with this special notice: one, a PNG image; two, an excel template; and three; a white paper example. Please submit a small (~20 kb) picture of your product or concept, the completed excel template, and a white paper. The examples attached to this announcement are of a fictional Rocket Dog system for your use. Vendors must submit all three documents with their submission to at the hyperlink below. Include the following information at minimum: * Clearly identify the tactical and/or cost reduction benefits of your product or concept. * Identify the technical and programmatic risks you foresee in completing (or adapting) your design and include your program plan, timeline, testing, and current design level effort. * We are looking for mature technologies that would be available for operational environment testing or qualification (i.e., TRL 7-9). If you have lower TRL technologies, please refer to the S&T directorate site and feel free to attend the SOFWIC general sessions. Based on the Government's assessment of the potential value and significance of the white paper provided, your company may be selected to discuss with program management and user representatives. Selectees for USSOCOM will be notified via e-mail ( SOFWIC@socom.mil ). Selectees for JSOC will be notified via email ( osd.jcte@mail.mil ). Once selections have been made, vendors will be notified of a time and location of their presentation via email. Interested respondents are requested to submit white papers and register via the SOFWIC Registration site located at: http://www.socom.mil/sordac/Pages/Programs_SW.aspx, which will officially close on 15 August 2015 or when maximum capacity has been reached. If any uploading issues are experienced, please also email your white papers via e-mail ( SOFWIC@socom.mil ). Vendors can also register to attend the general session briefings using the above site without submitting any white papers. Seating is limited so prompt registration is recommended to ensure access to the general sessions on Day 3. Once your registration has been submitted, additional coordinating information will be received from e-mail ( SOFWIC@socom.mil ). Respondents are allowed to submit more than one white paper if they have more than one technology meeting the criteria set forth above (commodity area, technology of interest, innovative, out-of-the-box, etc.). In an attempt to limit headcount and allow for maximum exposure to different vendors, there will be a maximum of two people per vendor. If you are a large company which has multiple business units, or multiple papers to present with different subject matter experts, we are allowing two presenters per selected white paper. Please note that this event is for collaboration purposes only. It does not constitute a specific offer or commitment by USSOCOM to fund, in whole or in part, any opportunities referenced herein. Respondents to invitations to present papers and registered general session attendees are responsible to coordinate their own lodging and transportation requirements. Invitations to present a selected paper should not be construed as a requirement for which the Government is financially liable. Respondents will not be reimbursed for any travel, labor, information, etc., they provide in conjunction with this Special Notice. No contracts will result from participation in this event or white papers received; however, information received may be used in market research. This PEO-SW collaboration event is in accordance with FAR 15.201(e) and is specifically for future and emerging technologies that would significantly advance designated commodity areas. This is NOT a Broad Agency Announcement, solicitation, or request for contractual offers. Interested participants are requested to follow submission guidelines to minimize expending extensive effort in preparing a "White Paper" that may not be considered, or submitting unneeded proprietary information. All proprietary information will be safeguarded in accordance with FAR 3.104 and 18 U.S.C. § 1905.
