- Amendment 0001: In accordance with FAR Subpart 5.207 (f), the solicitation will be cancelled in its entirety. ********************************************************** The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract for a Naval Special Warfare (NSW) Combative Instructor Course, NSW Advanced Training Command (ATC), Combatives Department. Fully train Combatives Instructor COI students how to modify the six principles of unarmed Combatives which are boxing, wrestling, judo, Muay Thai, Jiu-Jitsu, and weapons of opportunity such as edged and blunt weapons to apply them into killing or controlling modalities, so that they may in turn properly instruct the force. Contractor shall also provide the following: • A 5 day course of instruction in the tactical application of the six principles of unarmed Combatives guiding the student in how to quickly modify these principles into killing and controlling techniques. • NSW Combatives Instructor students and department personnel will be trained at the Silver Strand Training Complex, Bldg. 902 Imperial Beach, CA. • The following training dates:  03 - 07 August 2015 (Mon. - Fri.) The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. All work to be performed in the greater San Diego area or at NSWATC facility, Bldg. 902 Imperial Beach, CA. No government funded travel is authorized for this contract. Options to be included and will be exercised prior to options expiring. Government-Furnished Property (GFP): NSWATC Facility SSTC BLDG 902 and standard combatives personal protective equipment. The North American Industry Classification System (NAICS) code for this acquisition is 611699. The size standard is $11 Million Dollars. A complete Request for Proposal package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 14 July 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
