Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis three Illumina Infinium Human Methylation 450 BeadChip kits for the analysis of genome-wide methylation patterns (450K CpG sites) in 288 frozen tissue specimens from Illumina, Inc., 5200 Illumina Way, San Diego CA 92122. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The estimated delivery date shall be 4 weeks ARO. It has been determined there are no opportunities to acquire green products or services for this procurement. DNA methylation at specific genes has been widely recognized as an alternative mechanism of tumor suppressor gene inactivation. A number of other genes have been described to be methylated in gynecological cancers, suggesting that methylation of some of these genes may occur at precancerous stages and drive carcinogenesis. DNA methylation is increasingly being evaluated as a biomarker. Methylated DNA is a stable analyte that can be measured from a wide range of biospecimens. However, little is known about the methylation patterns in gynecological tissues from non-cancer patients, as opposed to adjacent to cancer. A better understanding of normal methylation patterns will allow the discovery of deregulated pathways associated with gynecological cancers. Hormonal and Reproductive Epidemiology Branch (HREB) proposes to study genome-wide gene methylation in gynecological normal tissues to identify important normal signatures. This, together with the lab's current data on gynecologic cancers will be used for analysis of risk assessment and early detection. Contractor Requirements: •The contractor shall deliver all required three (3) kits of the Illumina Infinium Human Methylation 450 BeadChip (8) BeadChips per kit. •The kits shall be sent to Bethesda MD (A complete address will be sent at time of award). The HREB is currently analyzing methylation Illumina Infinium platform from related gynecological cancers for which HREB plans to compare the results of the proposed study. The lab's proposed work is to extend the work to normal tissues. Thus, it is important that the results are generated using the same platform. To the NCI and Contracting Officer's Representative, it is imperative to continue using the Human Methlation 450 BeadChips from Illumina, Inc. who is the only vendor known to meet the Government's needs at this time. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on July 24, 2015. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
