Description

The Department of Veterans Affairs intends to negotiate a sole source contract with Metro Medical to purchase one (1) Smith & Nephew Endoscopy Spider 2, one (1) Smith & Nephew Endoscopy Spider 2 Battery, two (2) Smith & Nephew Endoscopy Piggy Back (2 per box), two (2) Smith & Nephew Endoscopy Bar Connector Shoulder (2 per box), one (1) Smith & Nephew Endoscopy Spider leg Accessory (Left), one (1) Smith & Nephew Endoscopy Spider leg Accessory (Right), one (1) Smith & Nephew Endoscopy D II Controller, one (1) Smith & Nephew Endoscopy Kit, U.S., Dyonics Power II, one (1) Smith & Nephew Endoscopy Dyonics Power II Footswitch, and two (2) Smith & Nephew Endoscopy Motor Drive Unit, Hand Control, PWRMX EL. This positioner is being purchased for the CBOC Eugene OR. The purchase of Spider 2 Limb Positioner is for limb arthroscopy surgeries. This is the only company that makes a battery operated positioning device. This device is one of the few devices that can manipulate the limb during arthroscopic procedures with accurate and steady motion so the surgeon is able to access all parts of the joint. The spider 2 has a distal activation switch that can be located to the patient or accessory. The spider 2 has an optional foot pedal activation as well as being battery powered. The spider 2 can be used with both lateral and beach chair shoulder procedures. The North American Industry Classification System Code (NAICS) is 339112. The Government believes that Metro Medical is the only provider that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required limb positioner. This procurement is being conducted in accordance with FAR 6.302 - 1 only one responsible source and no other vendor will satisfy the agency requirements. To the best of our knowledge, Metro Medical is the only source that provides the above indicated supplies. This is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contract Specialist on or before the closing date, 7/22/2015, of this sources of sought notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to john.harmsen@va.gov. Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the CBOC Eugene, OR will proceed with the sole source negotiation with Metro Medical.
