DESCRIPTION DESCRIPTION SOLE SOURCE JOTFOC PACKAGING AND SHIPPING INSTRUCTIONS REPS AND CERTS The United States Coast Guard Surface Forces Logistics Center LONG RANGE ENFORCER Product Line has a requirement and requesting quotations for the following part: Item: 1 NSN: 4820 01-339-9202 VALVE,REGULATING,TEMP MFG NAME: TRAC REGULATOR CO. INC. PART_NBR: 40595-102 Quantity: TWO (2) Item: 2 NSN 4820 01-473-3347 VALVE,REGULATING,FLUID PRESSURE MFG NAME: TRAC REGULATOR CO. INC. PART_NBR: 40708-401 Quantity: TWO (2) The items are used on various US Coast Guard vessels. All items will be individually packaged IAW ASTM-D-3951 and each item to be individually marked IAW SP-PP&M-001. Inspection and acceptance shall take place at Destination after verification of preservation, Individual packaging and marking requirements and confirmation of no damage during transit. Failure to comply with packaging requirements will result in rejection and nonpayment. Delivery shall be F.O.B. Destination to USCG Surface Forces Logistics Center, Baltimore MD. THIS IS A SOLE SOURCE REQUEST FOR QUOTE AND IT IS BELIEVED THAT THE OEM TRAC REGULATOR CO. IS THE ONLY COMPANY THAT CAN SUPPLY THE PROPER PARTS The Ship Service Air Reducing Valve is for the ship service air system onboard the 420 foot Icebreaker Healy which reduces the air pressure to a safe amount. The CPP Hydraulic Oil Cooler Temperature Regulating Valve regulates the oil temperature for the Controllable Pitch Propeller (CPP) oil system onboard the 378 foot WHEC. If either of these valves malfunctions, the subsequent system it regulates/reduces would not operate correctly. Consequently, the mission of the 420 foot Icebreaker Healy and the 378 foot WHEC will be severely degraded. These Valves are for warehouse stock and not for immediate installation. It would be cost prohibitive to retrofit the entire 378 WHEC fleet and the 420 Icebreaker Healy to accommodate another manufacturers' valves. Since the technical data required to make a fair and reasonable assessment of equal or alternate equipment that could meet the Coast Guard's performance, fit and function requirements for this procurement is unavailable, Trac Regulator Co. Inc. is the only manufacturer that can guarantee interchangeability and configuration of these valves. Therefore, we are restricted to and must rely solely upon Trac Regulator Co. Inc. to satisfy the current acquisition need. Any attempt to manufacture or repair these valves without Trac Regulator Co. Inc. parts and without access to Trac Regulator Co. Inc. manufacturing drawings, specifications, tolerances/parameters, test procedures and other relevant information, could cause equipment failure and subsequent failure to meet unit mission requirements. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-83 (02 Jul 2015) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 332912 and the Small Business Size Standard is 500. This synopsis/solicitation is issued pursuant to FAR 6.302-1. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer. The closing date and time for receipt of quote is JULY 23, 2015 at _2:30_ p.m. Eastern Standard Time.
