- Description
- The purpose of this amendment is to extend the response date out to September 14, 2015. The AFLCMC/EBDK Contracting Office, Eglin AFB, FL, is planning to procure the CDI version of the BLU-111 500 pound general purpose bomb program. The contract will consist of a base period for the procurement of thirty (30) bomb assemblies for testing and four (4) options periods for follow-on production. The Improved Lethality Warhead (ILW) program is an effort to deliver an improved area attack capability to the USAF warfighter by producing a 500 pound Cast Ductile Iron (CDI) Warhead, which produces much better fragmentation than legacy steel warheads. The contractor will develop the tooling and production processes to build the CDI Bomb Assembly, Empty (Mk 82 Mod 7) in accordance with (IAW) Drawing 923AS1081. The contractor shall be responsible for shipping all unfilled bomb assemblies to McAlester Army Ammunition Plant (McAAP) where they will be filled with explosive by the Government. The Air Force has a validated Technical Data Package (TDP). The Direct Attack Weapons Branch (AFLCMC/EBDW), Direct Attack Division (AFLCMC/EBD), Armament Directorate (AFLCMC/EB), Eglin AFB, FL., plans to award a firm fixed price contract for the ILW. The contractor will design and qualify production tooling required to build the warhead in accordance with the government provided TDP. The contractor will deliver empty warheads in accordance with drawing number 923AS1081 "Body Assembly, Cast Ductile Iron, General Purpose, 500 Pound, Mk 82 Mod 7, Empty". The government will then fill the warheads with explosives at a US Army Ammunition Plant. Delivery of the 30 test assets are anticipated to begin no later than 6 months after initial award, followed by four (4) production options. If you have not already requested a copy of the TDP, a copy can be requested from contracting POCs. The Contracting Officer, Mr. Kevin Behymer, kevin.behymer.1@us.af.mil or the Contract Specialist Maj Trent Fritz, trent.fritz@us.af.mil, or contract specialist Diana Graziano, diana.graziano@us.af.mil ; if requested, the TDP will be made available to qualified respondents for reference only. Respondents must officially request these documents in writing, via email. To validate the documentation release, the request must include; the company name, mailing address, email address, point of contact, phone number, current CAGE number and System for Award Management (SAM) registration. The written request must include acknowledgement of the Responder's responsibility under the U.S. export contract laws and regulations. Upon verification of status and acknowledgement of responsibilities under U.S. export control laws and regulations, the requested technical data will be provided. The North American Industry Classification System (NAICS) code for this acquisition is 332993 with a size standard of 1,500 employees. The Government will award one contract utilizing Lowest Price Technically Acceptable source selection procedures. The Government will not use past performance as a separate factor to evaluate. The Government will not provide a hard copy of any of the documents. Future information pertaining to this requirement will be posted on the FedBizOpps (FBO) website. Interested parties should monitor the FBO website for changes. As directed by the Foreign Disclosure Office, Eglin AFB, FL, no foreign participation is not authorized. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting points of contact identified above. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice are solely at the responding parties' expense.
