Description
This is a sources sought notice. The Defense Logistics Agency - Troop Support is seeking sources capable of providing Medtronic cardiovascular products, that fall into the following product categories: 1. CRHF: Cardiac Rhythm and Heart Failure (Implantable pacing systems, implantable cardioverter defibrillators (ICDs) and implantable cardiac resynchronization therapy pacemakers and defibrillators (CRT-Ps and CRT-Ds)) 2. SQDM: Subcutaneous diagnostics and Monitoring (Implantable cardiac monitors with remote monitoring capabilities) 3. Coronary: Drug eluting and bare metal stents with associated balloons, guide wires and catheters 4. Perfusion: Cardiopulmonary, Blood Management and Diagnostics products 5. Invatec: Interventional coronary and peripheral products 6. Structural Heart: Heart valve repair products, mechanical valves, tissue valves and tissue stabilization systems for beating heart bypass surgery 7. Peripheral Stents: Peripheral stents and balloon catheters 8. Endo: Aortic stent grafts 9. AF: Atrial Fibrillation Solutions (Cryoablation catheters, mapping catheters, cardiac cryoablation systems and steerable sheaths) Along with the products in these categories the vendor must be capable of supplying the ancillary accessories (such as needles for entry, guide wire, etc.) that are necessary for the physician to perform a cardiovascular surgery. All Medical Treatment Facilities (MTFs) within the Continental United States (CONUS) will be covered; also covered are MTFs in Alaska and Hawaii. All products offered must be Food and Drug Administration (FDA) approved. The products must be delivered "Just-In-Time," "Direct Vendor Delivery," and "Consignment". Under "Just-In-Time" delivery, the Medical Treatment Facility (MTF) calls the manufacturer's field representative who carries the products into the MTF just-in-time for the surgery. The manufacturer's sales representative may bring many sizes and types of implants and auxiliary products to the surgery along with the instrumentation sets. Under "Direct Vendor Delivery" method an order for products is placed through ECAT and the product is delivered directly to the customer via any transportation carrier. Under the "Consignment" method, an MTF that uses a significant volume of Medtronic's "procedural package" can request that the products be consigned to their facility. Under this method the DLA Troop Support Electronic Catalog (ECAT) will be used as an ordering mechanism only. A Memorandum of Understanding (MOU) will be established outside of DLA Troop Support between the local MTFs and Medtronic to cover any loss or damage to the consigned inventory. The MTFs would pay only for the "procedural packages" that are used. At the request of the MTF, the manufacturer is required to have a qualified representative on site at the MTF's within the timeframe specified by the facility necessary to meet their requirements. The manufacturer's representative provides technical advice and guidance to the physician before, during, and after implantation. Furthermore, technical support is available twenty-four (24) hours a day, seven (7) days a week. This is a request for information (RFI) and does not commit the U.S. Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement.
