Description
Description: The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to procure Contractor Logistics Support (CLS) services for 12 U.S. Marine Corps UC-35C/D aircraft. This requirement is a follow-on procurement to contract N00019-11-D-0002 currently being performed by M-7 Aerospace. Contract Type: The Government intends to issue a single award Requirements Task Order Contract to the small business evaluated as providing the "Best Value" to the Government, all factors considered in accordance with Sections L and M of the RFP. The contract will include Firm-Fixed Price CLINs as well as Cost Reimbursable CLINs for Travel and Material and a Labor Hour CLIN for Over and Above Labor) Indefinite Delivery Requirements contract. Set Aside: This requirement is a 100% small-business set-aside requirement under North American Industry Classification System (NAICS) Code 488190. Period of Performance: The period of performance will be a base year and two option years with an anticipated start date of June 2016. Background: A draft RFP was posted in FedBizOpps (FBO) on June 10, 2015. A combined C-26 and UC-35 Presolicitation Conference was held on 25 June 2015. The C-26 and UC-35 efforts are currently under the same contract, N00019-11-D-0002, but will be competed separately in the follow-on contracts. Please refer to the two separate Solicitation numbers below: Solicitation Number: N00019-15-R-0106 UC-35 Contractor Logistics Support Solicitation Number: N00019-15-R-0089 C-26 Contractor Logistics Support Requirement: This procurement is for CLS services of 12 United States Marine Corps UC-35 C/D aircraft. The UC-35C is a Citation V Ultra, Cessna Model 560, and the UC-35D is a Citation Encore, Cessna Model 560, aircraft series manufactured by Cessna Aircraft Company. It is a multipurpose, low-wing, business-jet monoplane with a pod-mounted engine on each side of the fuselage. The aircraft can accommodate passengers, cargo, or both. The UC-35C/D fleet is located at multiple sites around the United States and overseas, and is responsible for the transport of high priority passengers and cargo with time, place, or mission sensitive requirements. Number of Aircraft and Location: The following locations and aircraft will require full CLS services: 2 UC-35C VMR JRB Belle Chasse, Louisiana 3 UC-35D VMR Andrews AFB, Maryland 3 UC-35D MCAS Futenma, Japan 2 UC-35D MCAS Miramar, California 2 UC-35D MCAS Cherry Point, North Carolina Note: There are four military bases that host the UC-35 aircraft. The remaining sites are either at foreign military bases or commercial facilities. Estimated number of hours: The estimated average of flight hours per month per aircraft at each site is 85 hours. The estimated average of flight hours per month per aircraft for Operation Freedom's Sentinel is 100 hours. Additional Information: This synopsis is for information purposes only.
