- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5205-15-Q-TC06; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-83, DPN 20150626, and AFAC 2015-0406. This acquisition is a full and open competition requirement; the North American Industry Classification System (NAICS) code is 332439. The Federal Supply Class (FSC) is 7125. The Standard Industrial Classification (SIC) is 3499. CLIN 0001: (3) Three Pre-Assembled Trailered Ballistic Guard Booths - (3) three 6' x 8' portable Level IV Ballistic Guard Booths with weapons firing ports and the below specifications: Ballistic Level (Lvl) IV guard booth with these features: welded steel walls 3" thick; framing shall be 14 gauge (1.78 mm) or heavier mechanical tube. All joints shall be MIG welded, provide UL 752 Lvl IV ballistic protection & 16 gauge galvanized steel interior panel. (4) sliding gun ports for M240B & M4. Electrical Package: The electrical package shall consist of 12-gauge min. copper wiring in 1/2" EMT surface mounted & attached to surface mounted 2x4 boxes at receptacle & switch locations. There shall be (1) wall switch, (1) duplex receptacle, (1) 2 lamp 32 watt fluorescent fixture with acrylic lens. (1) 120/240V 30A L14-30 flanged inlet shall be mounted to the exterior of each and wired with 10' pigtails. The electrical service shall include an indoor load center of sufficient amperage & circuit capacity to handle all lighting loads, receptacles & HVAC systems. The entire electrical system shall be in accordance with the National Electrical Code & shall meet all N.E.C requirements. HVAC: Each shack shall have a cooling & heating wall unit. The air conditioner shall be 12,000/11,100 BTU with electric heat and shall be a through-the-wall type unit. The unit shall be 230/208V, 60HZ, 20 AMP. The panel area shall be prepped & trimmed to allow the HVAC unit to be installed at the destination. The exterior shroud shall provide UL 752 Level IV ballistic protection. Floors: Shall consist of steel perimeter channels & structural "I" beams & interior joists. The exterior deck shall be steel diamond tread plate. Laminated counter top: the counter top shall be 12-18" deep & shall be mounted under windows opposite the door. Trailer shall be a heavy duty tandem axle, with electric brakes, multi-leaf slipper spring suspension, load range E-safety chains & 2 safety latch hooks, 16x6 8-bolt wheels, D.O.T. stop, tail, turn and clearance lights. A front pre-mounted 5,500 watt gas generator shall be on each shack with a quick disconnect. EVALUATION CRITERIA: Quotes will be evaluated in accordance with FAR 52.212-2, Evaluation - Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: Price and technical capability (offer conformance to the RFQ). (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
