Combo Synopsis Solicitation W56KJD-15-T-0089 PORTABLE SOLAR POWER GENERATOR Terms and Contract Type-Attention Offerors The following Combined Synopsis/Solicitation is a Request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures; FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include line item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price Purchase/Delivery Order will be awarded as a result of this solicitation. Participation This requisition is for full and open competition. Quote Deadline This requirement is being solicited thru the Army Single Face of Industry (ASFI Website: https://acquistion.army.mil/asfi/default.cfm as W56KJD-15-T-0089 Portable Solar Power Generators. All qualified vendors are invited to view this solicitation, and provide a quote to email address; lucinda.s.archer.mil@mail.mil NLT 17 JULY, 2015 by 1100am local Qatar time. Please fill in the pricing with the attached SF 1449 of this notice and return offers by deadline. System for Award Management (SAM) Requirement IAW ADDENDUM TO 52.212-1(4): To be eligible for award, the offeror must be either registered in the System of Award Management database (SAM) (applicable to U.S incorporated vendors) or in the Joint Contracting Contingency Services (JCCS) database (Afghanistan incorporated vendors) by the award date. If the Offeror does not become registered in the SAM or JCCS database before the close of the solicitation, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov. Registration information can be found at www.sam.gov or https://www.jccs.gov/jccscoe/. NAICS Code and Size Standard The applicable NAICS code for this procurement is 221114 with the related size standard of 250 employees. The Offeror shall be actively registered with that NAICS or a similar NAICS with the appropriate size standard prior to Award to be considered for any resulting contract. Failure to be properly registered under the appropriate size standard during evaluation and/or at the time of award deems the offer ineligible for award. A similar NAICS Code with the appropriate size standard other than the NAICS Code identified in this buy term may be used as a factor to determine technical capability. Offer Period Quote shall be good for 30 calendar days after close of this solicitation. Invoicing Instructions; In accordance with FAR 32.905, Payment Documentation and Process, payment will be based on receipt of a proper invoice. Evaluation for Award The Government will award a firm fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price being the only evaluation factor. Evaluation of Quotes The Government will award a contract resulting from this solicitation to the responsible offeror at the lowest price. Price is the only evaluation factor. No options will be evaluated at this time. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Delivery Requirement Delivery shall be made within the specified number of days after receipt of order (ARO). The Offeror shall provide within its offer the number of days required to make delivery after it receives a purchase order from the Government. The Contractor shall NOT make partial line item shipments against any resulting purchase order issued as a result of this solicitation unless otherwise specified at time of order. If requested, an independent review of an Agency Protest decision is available through appeal to the Principal Assistant Responsible for Contracting (PARC)/Senior Contracting Official (SCO) in accordance with FAR 33.103. A protest to ECC-A/RCC-Q is a quote mark PROTEST TO THE AGENCY, quote mark within the meaning of FAR 33.103. The ECC-A/RCC-Q Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns within ECC-A/RCC-Q rather than filing a protest with the Government Accountability Office (GAO) or other external forum. After an interested party files an Agency Protest with the Contracting Officer and while that protest is pending, the protestor agrees not to file a protest with the GAO or other external forum. If a protest is filed with an external forum on the same solicitation as the Agency Protest, the Agency Protest will be dismissed. An interested party may file a written protest to the Contracting Officer under the ECC-A/RCC-Q Agency Protest program for contract solicitations issued by ECC-A/RCC-Q. Such Agency Protests are limited to objections to any of the following: A solicitation or other request by an agency for offers for a contract for the procurement of property or services. The cancellation of the solicitation or other request. An award or proposed award of the contract. A termination or cancellation of an award of the contract, if the written objection contains an allegation that the termination or cancellation is based in whole or in part on improprieties concerning the award of the contract. An Executive-Level Agency protest may be filed with the Contracting Officer designated in paragraph (f) of this provision for resolution of protests. For the purpose of filing an ECC-A/RCC-Q Agency Protest, an interested party means an actual or prospective bidder or offeror whose direct economic interest would be affected by the award of a contract or by the failure to award a contract. An Agency Protest must include the protester's name, address and telephone number, including fax number or e- mail address; the solicitation or contract number, identity of the contracting activity and the Contracting Officer's name; a detailed statement of all legal and factual grounds for protest (mere disagreement with the decisions of Contracting Officers does not constitute grounds for protest), including copies of all relevant documents; a request for a ruling; and, a request for relief. All protests must be signed by an authorized representative of the protester and must state it is an Agency Protest for decision by the Contracting Officer. Therefore, the Offeror's initial offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The Government will not offer a debrief for this requirement. ADDENDUM TO FAR 52.212-1 To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. Failure to follow these instructions may result in immediate elimination of an offeror from contract award consideration. Offers must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The offer should not simply rephrase or restate the Government's requirements, but rather shall provide rationale, evidence or documentation to address how the offeror intends to meet solicitation requirements. Offerors shall assume the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the offer. The price offer shall include pages 1-3 of the solicitation W56KJD-15-T-0089 SF1449 with blocks 17a, 26, 30a, 30b, 30c on page 1 filled in, the unit price, amount and net amount for CLIN 0001 (Portable Solar Power Generator) and CLIN 0002 (Shipping). Offerors shall provide a description of CLIN 0001 (Portable Solar Power Generator) and CLIN 0002 (Shipping). Offerors shall include capabilities statements and technical informational papers relative to their product line of portable solar power generators. Offerors shall include diagrams, pictures, and drawings that match the portable solar power generator that is being offered. This information will be used to verify that the product offered meets the salient characteristics as described in CLIN 0001 and to verify compliance with 252.225-7021, Alt II, Trade Agreements, in order to determine eligibility for award. Failure to be registered in either SAM or JCCS databases at time of award may deem the offeror non-responsive and ineligible for award. The offeror shall submit their offer on the Standard Form (SF) 1449 Solicitation in accordance with the instructions located in FAR Provision 52.212-1 Instructions to offerors and include the following: contact name, address, telephone number of the offeror, email address, unit price, total price, any discount terms, signed SF1449 and acknowledgement of any solicitation amendments (if applicable). Offers must be received no later than 17 JULY, 2015 by 1100am local Qatar time at the email address specified above. Offers received after this date and time will be considered late in accordance with FAR Provision 52.212-1(f) and may not be evaluated.
