- NASA/AFRC plans to issue a Request for Proposal (RFP) for the following Commercial Item/Service: Procurement and installation of a FAA Certified (e.g. Supplemental Type Certificate) Stage 3 Engine Hush Kit for a Gulfstream III (G-III) aircraft. This requirement is in support of the NASA SubsoniC Research Aircraft Testbed (SCRAT) and the Adaptive Compliant Trailing Edge (ACTE) project. The G-III aircraft tail number is N804NA (serial number 344) and the two (2) Rolls Royce Spey MK 511-8 engine serial numbers are 11021 & 11022. The SCRAT/ACTE aircraft is located at NASA Armstrong Research Center, Edwards, CA and shall remain there throughout the duration of the modification. Under the requirement, the thrust reversers are also to be overhauled (or exchanged for overhauled units) and re-installed with the hush kit hardware. The specific technical requirement is per the attached draft G-III 804 SCRAT/ACTE Hush Kit Statement of Work (SOW). Note: Contractors will be required to come onsite at NASA AFRC to perform hush kit installation. They must secure visitor badges in advance of their visit. The NAICS Code and Size Standard are 336413 and 1000 employees, respectively. The requirement will be solicited as a full and open competition since there only two (2) known manufactures/suppliers of FAA certified Stage 3 compliant hush kits for the G-III aircraft platform. The anticipate release date of RFP # NND15556951R will be on or around July 22, 2015 with a proposal due date of August 19, 2015. The preliminary installation window for the modification effort is on or around the October 1, 2015 through November 30, 2015 timeframe in order to support the projected G-III # 804 SCRAT/ACTE science mission. The preliminary installation window may change as the aircraft engines identified above are scheduled to be removed, overhauled, and re-installed prior to installation of the hush kits. Award will be based upon best value to the Government with the Government reserving the right to tradeoff higher or lower technical capability ((i.e. long term reliability/maintainability, noise level suppression, operational efficiency, operational restrictions, future supportability, ability to comply with current and future noise level requirements, SCRAT/ACTE aircraft configuration/platform compatibility (Note: The SCRAT/ACTE aircraft contains modified flight control surfaces and it's science mission/flight operations can be of a non-routine nature), and future hardware reutilization flexibility)) for price/cost. The hush kit vendor(s) should be prepared to submit all their salient hush kit performance characteristics and data with their proposal/quotation for our technical evaluation. The specific evaluation criteria will be delineated in the evaluation clause contained in the RFP. All responsible sources may submit a proposal which shall be considered by the agency.
